Council Calls For Changes To

East Gippsland Shire Council will call for significant changes to the State Government’s proposed new Rural Zones for Victoria, and the process for its implementation.

Council resolved at Wednesday’s Council meeting to respond to the Minister for Planning and Local Government, outlining a number of concerns.

In summary, Council will respond to the Minister by:

  • Supporting the Minister’s intention to improve statutory processes and provisions as they relate to rural planning;
  • Not supporting the application of new zones in the manner suggested by the Minister until a thorough strategic review is undertaken to ensure that rural landowners are not unreasonably disadvantaged and that all known transitional issues are addressed, such as for old and inappropriate subdivisions and former settlements and areas on the fringes of the Shire’s key townships;
  • Informing the Minister that substantial costs would be incurred with implementing new zones and that Councils should be supported financially by the State Government in this regard;
  • Stating that any blanket zone changes not occur without rural strategies having been prepared, funded by the State Government as part of Council’s next Municipal Strategic Statement reviews.

"The proposed new Rural Zones have been a hot topic among not only farmers but a large section of the East Gippsland community this year," Mayor Harvey Bates said.

"We’re pleased to have made a strong stance on some of the proposed changes, many of which will have the backing of the community.

"There are several areas in East Gippsland where the new laws would have a significant impact for not only property owners but Council as well.

"There are substantial differences in lot sizes across the rural areas within the Shire. It is considered that the direct translation to the new Farming Zone in these areas would have a dramatic financial impact upon farmers through decreased property values," Cr Bates said.

The closing date for comments to the proposed new Rural Zones for Victoria has been extended by the Planning Minister from 20 February to 19 March. Submissions should be sent to the Department of Sustainability and Environment.

The proposal is the inclusion of three new rural zones into the Victorian Planning Provisions – Farming Zone, Rural Activity Zone and Rural Living Zone.
