Bass Coast Council adopts 2026 - 2029 Domestic Animal Management Plan to support responsible pet ownership and wildlife protection

Bass Coast Shire Council has adopted its 2026 - 2029 Domestic Animal Management Plan, promoting responsible pet ownership, wildlife protection, and safer shared spaces shaped by extensive community consultation and environmental stewardship goals.

Bass Coast’s furry (and purry) friends have reason to wag their tails! At today’s council meeting, Bass Coast Shire Council officially adopted the Domestic Animal Management Plan (DAMP) 2026 - 2029, taking the next step in supporting responsible pet ownership, protecting the environment and strengthening the bond between people and their pets.

Building on success

Under the Domestic Animals Act 1994, all councils must prepare a Domestic Animal Management Plan every four years. The new DAMP builds on the achievements of the 2021-2025 plan, which saw the successful rollout of 24/7 cat containment, dog waste bag dispensers across popular beaches, upgrades to Wonthaggi’s fenced dog park, and a significant rise in registered pets across Bass Coast.

Between 2020 - 21 and 2024 - 25, Bass Coast’s human population grew from 37,445 to 43,557, with 7,915 registered dogs and 1,820 cats now officially part of the community.

Community shapes DAMP

Over 940 community members helped shape the new DAMP through surveys, submissions, and pop-up conversations earlier this year. Feedback focused on improving access to off-leash areas, clearer signage at beaches, increased officer presence during peak periods, and continued protection of wildlife through education and cat containment programs.

Following one of the most engaging consultations of the year, the vision for the DAMP is "To support a thriving, healthy community where responsible pet ownership and environmental stewardship go hand in hand - ensuring safe, shared spaces that protect biodiversity while enriching the lives of people and their animals."
