Baw Baw Shire Council meeting snapshot - Wednesday 24 September 2025
Baw Baw Shire Council appointed Tilla Buden as CEO, adopted the Domestic Animal Management Plan, awarded Drouin streetscape contract, deferred Alex Goudie Park Master Plan, and endorsed updated delegation guidelines at its 24 September meeting.

Urgent business
Council endorsed the admission of an item of urgent business, relating to the appointment of a Chief Executive Officer for Baw Baw Shire Council.
Council considered and resolved to appoint Tilla Buden as its Chief Executive Officer for Baw Baw Shire Council in accordance with s44(4) of the Local Government Act 2020.
Planning and Development
Domestic Animal Management Plan 2026 - 2029
Council adopted the Domestic Animal Management Plan 2026 - 2029.
Council noted the survey responses and written submissions received as part of the community consultation on the draft Domestic Animal Management Plan.
A copy of the Domestic Animal Management Plan 2026-2029 will be provided to the Secretary to the Department of Jobs, Skills, Industry and Regions as required under s68A(3)(b) of the Domestic Animals Act 1994.
Community infrastructure
Award of Contract CT000088 - Streetscape Upgrades, Commercial Place, Drouin
Council awarded contract CT000088 for Streetscape Upgrade, Commercial Place, Drouin to Accomplished Plumbing Services Pty Ltd (ABN: 33 151 075 875), for the total lump sum of $1,059,472.00 excl. GST. Council moved to:
- Authorise the Interim Chief Executive Officer to sign the Contract
- Delegate approval of contract variations to the Chief Executive Officer as per the project budget and in compliance with Council's Procurement Policy
Council resolved that attachments 1 and 2 to the report be retained confidential on the grounds that they contain private commercial information, being information provided by a business, commercial or financial undertaking that if released, would unreasonably expose the business, commercial or financial undertaking to disadvantage, pursuant to the Local Government Act 2020 s3(1)(g).
Alex Goudie Park Master Plan
Council unanimously moved an alternate motion to defer Council's consideration of the Alex Goudie Master Plan to no later than the 10 December 2025 Council Meeting.

Council noted the following;

Council endorsed the Baw Baw Shire Delegation Guidelines. Council, in the exercise of the powers conferred by the legislation referred to in the instrument of delegation, resolved that:
- There be delegated to the members of Council staff holding, acting in or performing the duties of the offices or positions referred to in the attached Instrument of Delegation to Members of Council Staff, the powers, duties and functions set out in that instrument, subject to the conditions and limitations specified in that Instrument
- The instrument comes into force immediately upon this resolution being made and is to be signed by the Council's Chief Executive Officer and the Deputy Mayor
- On the coming into force of the instrument all previous delegations to Members of Council staff (other than the Chief Executive Officer) made under the S6 Instrument of Delegation are revoked
- The duties and functions set out in the instrument must be performed, and the powers set out in the instrument must be executed, in accordance with any guidelines or policies of Council that it may from time to time adopt
Council meeting schedule
Baw Baw Shire Council's Council Meetings are open to the public and are held at the West Gippsland Arts Centre. In June 2025, Council revised the Council Meeting schedule for the remainder of the year. Council Meeting dates can be viewed on Baw Baw Shire Council website.
All Council meetings will be live-streamed, and archived recordings will be available on the Council website for viewing. The agenda for the next meeting will be available online on the Friday prior to the meeting.
