Baw Baw Shire Council meeting snapshot - Wednesday 26 November 2025

At its 26 November meeting, Baw Baw Council extended Mick Cummins as Acting CEO, adopted the Roadside Trading Policy and Open Space Strategy, and progressed key planning and governance decisions.

Urgent business

Council endorsed the admission of an item of urgent business, relating to the appointment of an Acting Chief Executive Officer for Baw Baw Shire Council.
Council considered and resolved to extend Mick Cummins as its Acting Chief Executive Officer for Baw Baw Shire Council until 2 January 2026 in accordance with s44(4) of the Local Government Act 2020.

Planning and development

Roadside and Footpath Trading Policy Review - for adoption

Council noted the survey responses received as part of the community consultation on the draft Roadside and Footpath Trading Policy and moved to adopt the Roadside and Footpath Trading Policy.

Proposed rezoning of Landsborough Street, Warragul

Council moved to;

  • Authorise officers to seek authorisation from the Minister for Planning to prepare a Planning Scheme Amendment, under Section 8A(4)(a) of the Planning and Environment Act 1987 (the Act) to rezone Lots 1 and 2 and part of Lot 3 of TP126775W in Landsborough Street, Warragul to Commercial 1 Zone and apply a Development Plan Overlay to the Commercial 1 Zone area
  • Authorise officers to seek authorisation from the Minister for Planning to prepare a Planning Scheme Amendment, under Section 8A(4)(a) of the Planning and Environment Act 1987 (the Act) to rezone Lot 1 of TP180306, Lot 1 of TP180308 and Lot 1 of TP180310 in Landsborough Street, Warragul to Public Park and Recreation Zone
  • Authorise officers to prepare the amendment generally in accordance with the recommendations of this Report
  • Authorise officers to exhibit the amendment in accordance with Section 19 of the Act

Community infrastructure

Open Space Strategy 2025-2035 Endorsement

Council noted the completion of the Open Space Strategy 2025-2035 and the outcome of the second stage of community consultation on the Draft Open Space Strategy. Council moved to adopt the Open Space Strategy 2025–2035.

Q1 2025/26 Combined Performance Report

Council noted the:

  • Quarterly Performance Report for Quarter 1 of 2025/26
  • Financial Report for Quarter 1 of 2025/26
  • Capital Works Program Report for Quarter 1 of 2025/26

Governance and information

Governance Report November 2025

Council noted the November 2025 Governance Report and the appointment of Ms Rebecca McKenzie as the Independent Panel Member to the CEO Employment and Remuneration Committee for a term of two years.

Council rescinded the Community Facility Directional Signage Policy, and noted that it will be retained as an operational guideline. Council noted the Place Names Advisory Committee and Arts and Culture Advisory Committee meeting minutes and the Assembly of Councillor records for 16 October to 19 November 2025.

Agendas and minutes

Baw Baw Shire Council's Council Meetings are open to the public and are held at the West Gippsland Arts Centre. In June 2025, Council revised the Council Meeting schedule for the remainder of the year. Council Meeting dates can be viewed at council’s website

All Council meetings will be live-streamed, and archived recordings will be available on the Council website for viewing. The agenda for the next meeting will be available online on the Friday prior to the meeting.
