Community satisfaction for Council on the rise

Bass Coast Shire Council has improved its performance according to the local community, with scores increasing across all six measures of the 2017 Local Government Community Satisfaction Survey.

The annual survey, completed by 600 resident and non-resident ratepayers throughout February this year, assesses the performance of Council across a range of measures, and highlights areas for improvements or more effective service delivery.

Council’s overall performance score increased to 50, up by four points compared with last year’s results.

Bass Coast Mayor, Cr Pamela Rothfield, said while this is still lower than the average rating for councils State-wide and in the Large Rural group, the results of the survey were extremely positive.

"It is very encouraging to see improvements in every area and considering the new Council is still only in its first year, this is a very promising start to our term," Cr Rothfield said.

"In particular, we have worked diligently on improving community consultation, running the largest consultation campaign Bass Coast has seen for the development of the Council Plan 2017-21 earlier this year, so it is fantastic to see those efforts reflected in the survey results."

2017 survey highlights:

  • On the measure of sealed local roads, Council’s performance index score is significantly higher than that for the Large Rural council group average (48 versus 43 respectively). Performance on sealed local roads has made strong improvements every year to date, with an increase of seven points this year.
  • Council performs best in the area of customer service, which is the highest rated core performance measure. One in five residents (21%) rate Council’s customer service as ‘very good’, with a further 44% rating it as ‘good’, resulting in an increase of five points.
  • Another area where Council is well regarded is the overall council direction. Ratings of overall council direction experienced the largest increase on 2016 scores compared to all other measures (13 point increase).
  • An increase of six points for both Community Consultation (from 45 to 51) and Making Community Decisions (41 to 47).
  • Demographically, men and those aged 50 years and older rate Council’s overall performance more favourably in 2017 than in 2016.


  • Cr Rothfield said Council scored equal to or above average for Large Rural councils in three out of the six performance measures, with areas still significantly below the average including Making Community Decisions and Advocacy.

    "Of course there is always room for improvement in every area, and we still have plenty of work to do," Cr Rothfield said.

    "We are confident we can continue to improve with the guidance of our Council Plan 2017-21, once it is adopted later this month. Our goal is to ensure Bass Coast is in the top quartile for Large Rural councils in Victoria within the next four years." Cr Rothfield said.
