Council and Coronet Bay Community Working Together

Bass Coast Shire Council has prepared a submission requesting $200,000 of State Government assistance

Bass Coast Shire Council has prepared a submission requesting $200,000 of State Government assistance for those residents from Coronet Bay who will have difficulty paying their contribution to the Coronet Bay Special Charge Scheme. The Coronet Bay Special Charge Scheme will see roads upgraded in Coronet Bay.

Council has requested a meeting with the Minister for Local Government to discuss the submission. If the meeting is granted it will be attended by Cr. Miranda Sage, Mayor, Cr. John Hulley, Councillor for Leadbeater Ward, Allan Bawden, CEO of Bass Coast Shire Council, and members of the Coronet Bay Residents and Ratepayers Association.

"The situation in Coronet Bay is a delicate balance of building sorely needed infrastructure for residents and, at the same time, ensuring that no one suffers financial hardship because of the cost of improving the facilities in the area," said Cr. Miranda Sage, Mayor of Bass Coast Shire Council.

"Council officers and Councillors have great concern for ratepayers who are experiencing financial difficulties as a result of the declaration and we are offering financial hardship assistance for those in genuine need," she said. "Some residents have already contacted Council and we will determine the level of assistance to be offered prior to the works starting."

Cr. Sage said a Council officer will visit all residents who express concern about their ability to pay the special rate and help work out a solution.

The Coronet Bay Scheme will provide sealed roads plus kerb and channeling. Footpaths and parking will also be constructed in some areas. Council will contribute towards the cost of widening roads along bus routes. These improvements aim to make the area safer for traffic and pedestrians as well as increasing access for people of all abilities.

"Sealed roads will eliminate dust problems and improve safety," said Cr. Sage.

The total cost of the Coronet Bay Special Charge Scheme is estimated to be $3.3 million. The average cost for properties that are part of the scheme is approximately $4,000 per property. Bass Coast Shire Council will contribute $75,000 towards the work plus spend $56,000 on incentive discounts for people who pay their contribution up front. Council will also be contributing money for those residents who are suffering financial hardship, though some of this money may be paid back over time depending on individual circumstances.

Council is requesting $200,000 from the State Government. If the money is granted, it will be used to cover the contribution of residents who cannot afford to pay for the works.

"The project will have only positive outcomes for residents," said Cr. Sage. "There is no doubt that better roads provide better access for residents of all abilities, as well as increasing the value of properties in the area."

"The Coronet Bay street scheme has been a lengthy process for Council and the Coronet Bay community stretching right back to 1997 when a scheme was requested by the Coronet Bay Residents and Ratepayers Association," said Cr. Sage.

"Since then, Council and the community have discussed the project in a number of different forums and meetings, and has worked hard to come up with the best possible solution for everyone," she said.

"Council is trying to improve facilities for everyone, no matter what the average wage is in the area," said Cr. Sage. "We are working together with the community to finalise the project and provide better facilities for residents."

The Coronet Bay Special Charge Scheme was declared at this week’s Council Meeting (16/05/01).
