The Mary Rogers Award celebrates notable civic leadership by women councillors in Victoria. Councillor Gilligan earned her nomination for championing the protection of South Gippsland’s precious coastline, successfully driving three motions through the Municipal Association of Victoria to urge the Victorian Government to action. 
Councillor Gilligan was nominated for protecting South Gippsland’s coastline, driving three MAV motions, and securing $80,000 for innovative Venus Bay storm surge solutions Her advocacy has also helped secure $80,000 to explore an innovative solution to coastal storm surges using the Venus Bay saltmarsh.
