Bass Coast Shire Council re-elected Cr Rochelle Halstead as Mayor and Cr Brett Tessari as Deputy Mayor

Bass Coast Shire Council has re-elected Cr Rochelle Halstead as Mayor and Cr Brett Tessari as Deputy Mayor, starting a new term guided by long-term plans and strategic priorities.

Bass Coast Shire Council has re-elected Cr Rochelle Halstead as Mayor and Cr Brett Tessari as Deputy Mayor at its meeting held today, Wednesday 19 November 2025. The election marks the beginning of a new mayoral term focused on continuing the strong momentum built over recent years, with Council now well-positioned to deliver on the priorities outlined in its long-term plans.

Strategic council priorities

Bass Coast Shire Council enters this term with the Community Vision 2045, Council Plan 2025–2029, and a suite of other key strategies and action plans now in place – providing a clear roadmap for delivery and advocacy across the region.

Mayor, Cr Rochelle Halstead said she is honoured to continue leading a Council that has worked hard to strengthen its planning foundations and partnerships. "We’ve established a solid framework that gives us confidence in where we’re heading. Our Community Vision and Council Plan provide the direction, and now it’s about delivery."

"Our focus over the next 12 months will be on major priorities such as advocating for aquatics in the region, the redevelopment of Wonthaggi Secondary College, improving local transport and health infrastructure, and continuing to create thriving, connected communities across Bass Coast," Cr Halstead said.

Council leadership focus

Deputy Mayor Cr Brett Tessari, now in his third Council term and a third-generation Wonthaggi local, has previously served as both Mayor and Deputy Mayor. He said he looks forward to supporting the Mayor and strengthening Council’s collaborative approach.

"We’ve got a great team, a clear plan and a strong sense of purpose. Our community has been clear about what matters - education, housing, jobs and local services - and we’re well placed to advocate for and deliver on those priorities," Cr Tessari said. Council’s focus will remain on delivering key projects, strengthening partnerships with other levels of government, and ensuring the long-term sustainability and liveability of the region.
