Council Seeks Balance On Urban Design Frameworks

East Gippsland Shire Council is looking for the ‘middle ground’ on the implementation of its coastal towns urban design framework, following a review of public submissions.

New planning guidelines for the Shire’s coastal towns and landscapes have been through public exhibition and were considered by the Council at its meeting on Tuesday.

The Shire received 58 submissions on the Planning Scheme amendment which incorporates the urban design frameworks and sets new guidelines for development on the coast.

While most submissions were supportive, some claimed that the changes would create unnecessary red tape.

Council adopted a recommendation from the shire’s planning staff to take on board many of the public comments and suggestions to simplify the amendment and make it more effective.

Mayor, Cr Mendy Urie said this was an important step in the planning process for our coastal towns.

"Community members have raised many important issues in their submissions and the Council wants to make sure we get it right’, she said.

"The submissions are telling us that the community agrees with the need for a better set of planning rules, without creating unnecessary red tape."

Cr Urie said a number of the submissions include constructive suggestions for improvement to the planning rules, and Council has supported many of the ideas’, she said.

The proposed amendment to the East Gippsland Planning Scheme follows a lengthy planning and consultation process to implement State government directions for coastal settlements and important coastal landscapes.

All the submissions received will be referred to an independent planning panel for further review.

"The Panel hearings will allow further information to be put forward by those who made submissions and the Council has clearly indicated that it will support many of the submissions to get sensible planning guidelines that avoid over-regulation’, Cr Urie said.

"It shows that the process works and that community involvement helps us get the right outcome."
