East Gippsland Scores Well In Local Government Report

East Gippsland Shire levies lower rates, has lower debt, spends less in operations and is expected to spend more on average in capital expenditure in 2006 compared to councils of similar size and population.

This is the finding of The Department for Victorian Communities’ ‘Local Government in Victoria 2005’ report that provides comparative performance of 15 councils with similar characteristics.

East Gippsland is in the ‘Large Shires’ category and covers 20,941 square kilometres and has a population of 40.100 people. The closest shire in size and population is Wellington Shire that covers 10,990 square kilometres and has 41,200 people.

The results show that East Gippsland Shire continues to perform well in comparison to all Councils in the State.

The level of capital expenditure/assessment for 2006 is expected to be in the order of $444 per assessment based on the delivery of a $12 million Capital Program. In the future the Shire is predicting at least $15 million per year program resulting in an expenditure of about $555 assessment.

The report found that the average level of rates per assessment was lower in East Gippsland than the average for Large Shires and all other Councils and this result was for rates in general as well as for residential rates. .

East Gippsland Shire has a lower debt per assessment than the average for all Councils and considerably less debt than the average for the Large Shire category.

CEO Steve Kozlowski said the report was most gratifying and reflected the Shire’s careful and considered financial policies.

"We have obligations to a geographically large shire that has a relatively small population and revenue base," he said.

"While this places heavy demands on our finances the report shows just how well they are being managed."

Mr Kozlowski said the Shire was in a strong financial position and had low debt levels.

"We will continue with the financial approach as we shape the budget for the new financial year," he said.
