Council Moves To Ensure Appropriate Subdivisions At Traralgon West

Latrobe City Council has moved to ensure that future subdivisions occurring in the Traralgon West area are appropriately serviced by council infrastructure and do not pose risk of flooding.

The interim policy will place a hold on any subdivision applications that do not comply until comprehensive planning can be undertaken in consultation with landholders.

Latrobe City’s chief executive officer, Paul Buckley, said that council was moving to implement an interim infrastructure development policy as a way of ensuring that any further subdivision occurs in a coordinated and equitable manner.

"It is in the best interests of the community that we take a more strategic view of this area and develop appropriate planning controls which are equitable for all residents wanting to subdivide their land.

"The interim policy will provide council with time to develop a development plan overlay and a development contributions plan overlay," Mr Buckley said.

"Developing a process whereby infrastructure contributions are distributed equitably across landowners prevents any one individual from being financially disadvantaged.

"Failure to implement these overlays could result in issues around storm water management and potential property inundation."

Mr Buckley conceded that both the interim policy and the development of the overlays may delay the plans of some individuals who are wishing to take advantage of subdivision opportunity in the short term.

"We anticipate that some residents who perhaps are at a more advanced stage of their subdivision plan will be unhappy at having to wait for these controls to be put in place.

"If residents are to further subdivide their property then they will need to do so once the overlays have been established and a system developed which applies the same level of opportunity and financial expenditure to all involved.

"In addition to council’s desire to not financially disadvantage some residents, there are also issues relating to the development of safe and appropriate road networks, open space requirements and essential services which need to be considered."

Mr Buckley said that an interim infrastructure development policy was a way of preventing inappropriate subdivision from occurring.

"Good planning considers how road networks, drainage and open space will be developed across the whole area. This requires some detailed input of traffic, drainage and planning experts in addition to the aspirations of land holders.

"These components will then feed into the final development of the development plan overlay and the development contributions plan overlay."
