Feedback Invited On Traralgon Courthouse Conservation Management Plan

Latrobe City Council is inviting community feedback on the draft conservation management plan for the Traralgon Courthouse.

Council engaged heritage consultant Ivar Nelson to prepare the plan, which provides an overview of the Traralgon Courthouse and Post Office complex’s historical background, and a detailed description of each room in the courthouse including a condition report and an updated statement of cultural value.

Latrobe City mayor, Cr Lisa Price, said the plan also sets out a conservation policy for the Traralgon Courthouse and Post Office and details a set of conservation actions which includes a list of maintenance priorities.

"Additionally, the plan provides an indicative brief and concept for future use of the Traralgon Courthouse which is in keeping with the conservation policy and the views expressed by community members through the consultation process."

Cr Price said the plan had been prepared in consultation with the community in general. "Several key stakeholders were specifically targeted to attend workshops. These included the Traralgon Historical Society, the Traralgon Chamber of Commerce and the Traralgon City and Rural Community Development Association," Cr Price explained.

"To date, members of the public consulted during the preparation of the draft plan have not had an opportunity to view or comment on it. By releasing the draft conservation management plan for public comment, council is providing an opportunity for the community to have their say on the future of this significant heritage icon," Cr Price said.

The Traralgon Post Office and Court House Building is listed in the Victoria Heritage Register as a major 19th century building in Traralgon located on a key site and retaining most of its original architectural details.

It is of regional historic significance as a symbol of Traralgon's development and importance as a regional centre for communications and civic administration. Architecturally it is of national significance as an example of a building complex with substantially intact features which demonstrate a variety of Victorian medieval and classical ideas combined in the one building.

Cr Price said that following the period of community consultation, council could consider adopting the conservation plan for the Traralgon Courthouse and seek expressions of interest from both community and commercial organisations over its future development.

"Any such expressions of interest would be required to detail the proposed development and in particular, explain how it would adhere to the conservation policy, respect the statement of cultural value and deliver the conservation actions contained in the conservation management plan," Cr Price said.

"Any action in respect to proposed developments would also need to be presented to council for consideration and would again require extensive community consultation prior to formal approval being granted," Cr Price added.

Copies of the draft conservation management plan for the Traralgon Courthouse are available from council’s service centres or from council’s website www.latrobe.vic.gov.au.

Comment on the draft plan will be received until 5pm on Friday 31 July 2009; and should be forwarded to Latrobe City Council, PO Box 264, Morwell 3840.
