Rates notices

Wellington Shire will shortly be mailing out this year’s rates notices to 29,000 households and businesses across the shire, together with a leaflet outlining the key activities the council will be undertaking this year with help from rate income

Brochures with information on pension concessions, together with a fridge magnet giving details of tip opening hours and waste operations, will also be included to assist ratepayers.

The council has a budget of $45.3 million for 2004/05, to help address priorities for action identified by the local community. This takes on board feedback from community meetings, the recent Community Satisfaction Survey, the District Advisory Network and formal budget submissions.

Total rates and charges have been increased by 6.5% to $24.5 million for 2004/05, to cover inflation and to help target community priorities.

Funding from rates will go towards covering the cost of delivering the council’s day-to-day services (such as garbage collection, road maintenance and library services). It will also assist the funding of an extensive capital works program (including road resealing and major construction projects such as the $2.4 million Rosedale Multi-Purpose Community Centre).

The balance of the funding the council requires ($20.8 million), will come from grants and contributions from State and Federal Government and community sources, fees and fines.

The boom in the Victorian and Wellington property market, reflected in the recent valuation of all properties in the shire, has impacted on rate values. Since 2002 there has been an average rise of around 45% in the value of properties in Wellington. However some areas have experienced considerably larger value rises compared to others – such as coastal areas in comparison with inland towns and farms. As a result, rate rises for these coastal areas will be greater than 6.5%.

Owners of properties where the increase in value has been less than 45% will be facing a rate rise less than 6.5% and even a drop in rates in some cases.

To help offset some of the additional rate burden faced by those paying more than the average, the council has reduced the rate in the dollar by more than 25%.

The farming industry continues to be recognised as a significant contributor to the shire’s economy, with the council maintaining the differential rate for this section of the community.

There is a $6 increase in the municipal charge (from $136 to $142) and a $12 rise in garbage charges (from $148 to $160).

Said Wellington’s Mayor Jeff Amos: "Feedback from the local community has been central to determining the council’s spending priorities for the next 12 months and we greatly appreciate the input.

"The revenue from rates will help support economic development and environmental initiatives, maintain our roads and infrastructure, and invest in the shire’s future."

Rates can be paid in full or by instalments, either in person at the council’s Sale and Yarram service centres, by mail, direct debit, BPAY, at Australia Post offices, or on the council’s website www.wellington.vic.gov.au
