Land Assessment Helps Plan For Future Housing Demand

Latrobe City Council has undertaken the 2009 Residential and Rural Residential Land Supply and Demand Assessment,

A strategic planning study that provides a clear picture of housing trends over recent years and allows council to plan for future housing demand within residential and rural living housing markets to accommodate Latrobe City’s forecast population until 2023.

Latrobe City Council’s chief executive officer, Paul Buckley, said that the assessment has been designed to assist council in meeting state planning policy objectives to accommodate projected population growth over at least a 10 year period.

"The assessment will also provide valuable input into projects identified within council’s own future strategic work program. Whilst separate investigations have been undertaken into particular housing markets within individual towns, previous assessments into future residential and rural living housing demand have not been undertaken for the whole municipality encompassing 11 townships and rural living areas.

"The assessment draws upon 2006 Australian Bureau of Statistics population statistics, building and construction permit history, demographic profiles and other relevant data available for Latrobe City," Mr Buckley said.

"Essentially, the study provides a clear understanding of recent housing and settlement trends, land take-up rates, average lot and household sizes and implications this may have for planning future development across Latrobe City.

"However, the study does not identify where such growth and development should occur. This is an important distinction. The identification of preferred locations for future urban growth and rural living opportunities will be the subject of separate and future investigation considering a number of factors including land suitability, access to services and the availability of essential infrastructure such as sewerage," Mr Buckley said.

"The land supply and demand forecasts provided by the assessment do not mean that council will now be accepting ad-hoc requests for the rezoning of land in the absence of clear planning policy or direction provided by the Latrobe Planning Scheme," Mr Buckley added.

"Further, there has been recent interest in local media regarding possible land shortages across our major towns, in particular Traralgon. Along with the completion of the Main Town Structure Plans, to be considered by a State Government-appointed planning panel during May, Council has now gathered comprehensive information to help future planning issues on both local and wider levels," Mr Buckley concluded.
