Councillors Vote For Tambo Bluff Special Charge Scheme To Proceed

East Gippsland Shire Councillors have voted to proceed with a Special Charge Scheme to provide property services and infrastructure to the Tambo Bluff Estate at Metung.

The vote was taken at a Special Council Meeting this week and precedes a declaration to be formally made at the next Ordinary Council Meeting on Tuesday, 12 December 2006.

The Special Charge Scheme will be used to repay money that will be raised by the Shire to provide property services and infrastructure to the estate.

The services and infrastructure will be split into two separate components to enable the provision of underground power to be an option in the development of the estate.

Part A of the proposed works includes road and footpath construction, storm water drainage, provision of pathways within public open space areas, reticulated water and wastewater and relocation of telecommunication facilities and is estimated to cost a total of $10,150,000.

Part B provides for the provision of underground electrical power at an estimated cost of $2,140,000.

The Council’s contribution to the projects will be approximately $800,000.

The Tambo Bluff Estate has been the subject of an ongoing review to determine the appropriate development standards and framework for the estate. It was established more than three decades ago without necessary property services or infrastructure.

The estate is classed as an old and inappropriate subdivision developed without appropriate provision of infrastructure to service the approximately 1,300 allotments originally within the Estate.

Planning Scheme Amendment C53 is currently being undertaken to restructure and consolidate allotments into larger and more suitable blocks.

Other areas have been identified as unsuitable for development and have been designated as Public Open Space. These include lots currently owned by Council and other that will be acquired under the terms of the Planning Scheme Amendment.

There are a total 639 lots in private or Council ownership all of which are capable of residential development and are considered to derive a special benefit from the works.

The Estate is presently serviced by an extensive, but essentially un-constructed, road network with no formalised storm water drainage system.

East Gippsland Shire has been working with East Gippsland Water to enable the introduction of reticulated water and sewerage services and with TRU Energy to establish the cost of providing underground electricity services.

Shire CEO Steve Kozlowski said the start of the formal statutory process will allow all property owners and occupiers to make submissions or lodge objections on the proposal, taking into account design plans and estimates which are now available for inspection.

"We believe the costs to landowners are very reasonable and the outlay will add considerably to the value of every property on the estate," he said.

"But we are mindful that for some property owners the costs could mean hardship and each case we will work to achieve an financial arrangement that will allow them to enjoy the benefits the new infrastructure will bring."
