Rates notices

Wellington Shire will shortly be mailing out this year’s rates notices to some 29,000 households and businesses across the shire, along with a leaflet outlining the key activities the council will be undertaking this year with help from rate income.

Information on fire prevention, drought relief for farmers and rate payment options for future years, together with a fridge magnet giving details of tip opening hours and waste operations, will also be included to assist ratepayers.

The council has a budget of $48.6 million for 2005/06 to build on its stable financial position and to address priorities identified by the local community. This takes on board feedback from the local District Advisory Networks (DANs), monthly community meetings around the shire, the annual community satisfaction survey, Council Meetings and budget submissions.

Total rates and charges have been increased by 6.9% to $26.1 million for 2005/06 to cover inflation and to help target community priorities. This includes a rate rise of 4.55% and is supported by a $6 increase in the municipal charge (from $142 to $148). The garbage charge remains unchanged at $160.

To help the council comply with Environment Protection Agency (EPA) requirements, state legislation and sound waste management practice, a new charge for waste infrastructure of $25 has been introduced to specifically fund environmentally sustainable waste facilities. This brings Wellington into line with many other municipalities across Victoria.

The money raised from rates and charges will go towards covering the cost of delivering the council’s day-to-day services (such as garbage collection, road maintenance, street lighting and library services). It will also assist the funding of an extensive capital works program including: road resealing and upgrade works; and major construction projects such as completion of the $2.4 million Rosedale Multi-Purpose Community Centre and commencement of the $6.8 million Lex Glover Regional Aquatics Complex redevelopment.

The balance of the funding the council requires ($22.3 million), will come from grants and contributions from State and Federal Government and community sources, fees, fines and other charges.

Wellington’s farming industry continues to be recognised as a significant contributor to the shire’s economy, with the council maintaining the differential rate for this section of the community.

Said Wellington’s Mayor Peter Gault: "Feedback from the local community has been invaluable in helping to determine the council’s spending priorities for the next 12 months and we greatly appreciate the input.

"Our prime objectives are to address priorities for action identified by the local community and deliver on some major initiatives, whilst maintaining financial sustainability and tackling the challenges presented by a changing and ageing population. We will be continuing a significant program of investment to address key economic, social and environmental issues, including attacking a backlog in the maintenance and upgrade of roads and infrastructure."

Rates can be paid in full or by instalments, either in person at the council’s Sale and Yarram service centres, by mail, direct, BPAY, at Australia Post offices, or on the council’s website www.wellington.vic.gov.au
