Shire To Introduce Green Waste Collection Next Year

The new service will be conducted either fortnightly or monthly with a planned start date of March 2008.

It follows a vote by Councillors at their meeting last night. The decision also involves the completion of negotiations and finalisation of arrangements with waste management organisations for the transport, receipt and processing of green-waste.

Councillors also voted to continue the offer of free green-waste disposal days before the annual fire season.

The decision to introduce kerbside collection follows tabling of a report by Shire CEO Steve Kozlowski that said the collection service would replace the green waste voucher system that had recently been introduced as an interim measure.

"Council’s August 2006 decision to introduce the new waste collection contract starting September 2007 also envisaged a review into appropriate green waste collection methods," Mr Kozlowski said.

"The decision brought waste collection services in East Gippsland into line with the other Gippsland councils and at a lower cost.

"Considerable work has since taken place culminating in the recent identification of more viable options for the disposal and processing of the Shire’s green waste."

Mayor Cr Mendy Urie said the ‘three green waste and one hard waste’ voucher system had been a temporary measure pending completion of arrangements to introduce a household collection service.

"While the system had proved instantly popular with many people in the community, it had posed problems for others," she said.

"The elderly and those without suitable means of taking green waste to Shire landfills had expressed concerns.

"We have begun and will continue to explore alternative collection methods for those people in the interim period before kerbside collection begins."

Cr Urie said that part of the estimated $20 per household cost of introducing a monthly green waste collection system could be met by a grant made available through Sustainability Victoria.

"They currently offer a five-year, estimated $8 per tenement grant to Councils that provide a green waste service conditional upon the waste going to a registered processing facility such as the Gippsland Water operated organics processing plant at Dutson Downs," she said.

"Following negotiations that occurred late last week with possible recipients of the Shire’s green waste for processing, it is now opportune to move to a kerbside green-waste collection."

Cr Urie said that by replacing the voucher system and attracting the Sustainability Victoria subsidy, the kerbside waste collection system could be ‘cost neutral’ for the Shire.

"We also believe the introduction the green waste collection will alleviate concerns about the change to 120 litre garbage bins," she said.

‘These will be more than sufficient for most people in the collection zones although we will retain the option for those with special needs to use the larger size."
