Council To Develop Position On Impact Of Carbon Pollution Reduction Scheme

Latrobe City Council resolved at Monday night’s meeting to develop a council position to address the expected local impact of the Carbon Pollution Reduction Scheme.

The Carbon Pollution Reduction Scheme, being introduced by the Australian Government in recognition of climate change, will for the first time, put a cost on carbon pollution aimed at encouraging the move towards a cleaner future.

Latrobe City Mayor, Cr Lisa Price, said that through the scheme, companies large and small will need to take the cost of carbon pollution into account in their investment and production decisions.

"This will affect the pattern of competitiveness across the economy, the relative prices of goods and services, and the consumption choices made by households. In recognition of this, the Australian Government has announced it will provide assistance to businesses and households to help them meet the costs of this transition to a cleaner future," Cr Price said.

"Latrobe City Council has recognised it has a key role in providing leadership in representing the broader interests of our community on issues relating to the development of the energy industry. As such, since July 2008, council has undertaken a range of responses in relation to the introduction of the scheme.

"The purpose of the policy adopted by council on Monday, is to develop a bid for a portion of the $2.15 billion Climate Change Action Fund announced by the federal government. This fund has been created to assist households and firms not covered by other assistance in the scheme by providing compensation for increases in electricity prices. $200 million of the fund has been dedicated to workers and communities impacted by the scheme," Cr Price explained.

"The government’s White Paper states ‘the Australian Government is aware of stakeholder concerns in relation to particular regions and stands ready to provide assistance through the Climate Change Action Fund to any region where a clear, identifiable and significant impact arises, or is likely to arise, as a direct result of the scheme’. Council believes that it is important that we develop a clear view of the expected impacts of the scheme and are ready to advocate on behalf of our community to ensure that our economy can transition smoothly under the scheme."

Cr Price said that the development of a policy position on the expected impacts of the scheme will be delivered via a three step process.

"Initially, council will conduct an awareness and education phase to enable the development of an informed council view. Community consultation via targeted sessions and a call for community submissions will follow; and lastly an ongoing advisory committee with external representation will be formed, to advise council on issues that arise from the introduction of the scheme," Cr Price added.
