Council Gives Public Art The Thumbs Up

Public art will now be considered in the development of any new public facilities and areas, thanks to an Art in Public Places Strategy recently produced by Bass Coast Shire Council.

Council’s Arts and Leisure Coordinator, Jenny Churchill, says the Strategy will be an important tool to assist in the ongoing beautification and design of public places in township areas within the Shire.

"Public Art is used to portray the identity of a place and is an integral part of Council projects, such as capital works, planning of parks and gardens, coastal development and recreation," she said.

Public art projects

Public art projects can be initiated by Council in response to community requests, to advance Council’s economic and cultural planning objectives, or by an organisation, private person or company as part of their public amenity.

Artists can be commissioned to produce permanent or temporary site specific works such as street sculptures, wall paintings or constructed landscapes.

"The Strategy outlines the types of public art acceptable to the community, which have been drawn from specific community forums.

"It will also provide a means for selecting works, briefing artists and managing and maintaining public art," advised Ms Churchill.

Developers to contribute

Council will be encouraging developers to adopt public art when designing new facilities or estates or provide a contribution to Council to undertake the installation of public art.

"This installation could be either within the project area, or if agreed, could be part of a major public art work within the municipality.

"Guidelines that describe the circumstances in which public art will be sought will be provided to developers and a local planning policy will be prepared to enforce their contribution," said Ms Churchill.
