Two Additional Options Proposed For Traralgon Child Care

Latrobe City Council is seeking further community input in relation to the Traralgon Early Learning Centre (TELC) redevelopment project, following identification of two additional location options for the centre.

The two additional options are an existing 120 place childcare centre in Mapleson Drive; and an alternative design for Hubert Osborne Park.

Latrobe City Mayor, Cr Bruce Lougheed, said council has undertaken an extensive community consultation process in relation to the six sites previously short-listed in March 2007.

"Over 85 submissions and feedback forms have been received in relation to these sites, with responses covering a wide range of opinions and suggestions.

"The two new options have arisen in the course of undertaking that community consultation process," Cr Lougheed explained.

"The Mapleson Drive site is an existing 120 place childcare centre constructed in 2006. The facility is owned by the Stable Property Group and leased to a private childcare provider. Latrobe City Council has been informed by the Stable Property Group that the property is for sale and would be available to purchase with vacant possession."

The site is 1.52 hectares in size and located 750 metres south of the Traralgon Central Activity District. The childcare centre is licensed by the Department of Education and Early Childhood Development and meets all current government design standards.

The Mapleson Drive option has the capacity to accommodate both TELC and a new preschool service with space for other services such as playgroups; while allowing for future growth. It includes office space, meeting rooms, and kitchen, staff and laundry facilities. It has an adjoining 25 place car park and an additional four drop-off spaces.

Cr Lougheed said that the potential use of public open space at Hubert Osborne Park for the TELC Redevelopment Project has been noted as a major concern for a number of people in the community.

"Council officers have investigated the feasibility of an alternative design at Hubert Osborne Park which does not require use of existing parkland, but is able to meet design, functionality and regulatory requirements for a childcare centre and additional preschool," he explained.

"A concept plan has been developed for a facility which extends North-East from the existing Kay Street Preschool. The design would allow a 45 place occasional care centre, an additional preschool, meeting room and staff facilities similar to the original Hubert Osborne Park option, and would not adversely affect the swimming pool operations or recreational opportunities at the pool.

"While an exhaustive assessment of the six sites shortlisted in March this year has almost been completed, the two additional options will be considered before a final report is provided to council. On initial consideration the two additional options appear to meet the requirements of the TELC Redevelopment Project. Council has therefore decided that these options warrant further investigation", Cr Lougheed said.

"A community consultation and assessment process over a four week period specifically in relation to the two additional options, similar to that undertaken for the six short-listed sites currently under consideration, is now being undertaken to enable a consistent and robust comparison of all options.

"The consultation process will include briefings for relevant stakeholder groups, distribution of an information pack, public notices and calls for submissions and a community information session at the Traralgon Service Centre.

"It is envisaged that on completion of this process a recommendation regarding a preferred site will be able to be presented to council for consideration at the Ordinary Council Meeting to be held on 6 October 2008," Cr Lougheed added.
