Council calls for Environmental Effects Statement on Dutson Downs

Taking on board community concerns, Wellington Shire Council is calling on the State Government to prepare a thorough Environmental Effects Statement addressing the suitability of Dutson Downs as a contaminated soil recycling and treatment facility.

Earlier this week Major Projects Minister Peter Batchelor announced that Gippsland Water had been invited to pursue a proposal to establish such a facility at Dutson Downs, south-east of Sale.

The Minister said studies commissioned by the State Government and Gippsland Water show ‘the proposed facility ‘poses no risk to the Gippsland Lakes or local amenity’, with his news release also stating that the Minister for Planning has reviewed the studies and advised that no EES is required.

This position is unacceptable to the Council given that the details of Gippsland Water’s proposal are not yet known. Therefore, it believes the best approach is to proceed with a full EES, involving input from the community, Wellington Shire Council, relevant Government departments, experts and other interested parties.

The Minister for Planning has acknowledged that this new facility is a matter of State importance and accordingly the Council believes that a full EES process is appropriate.

The issue has been discussed by Wellington Shire’s Councillors. They voted unanimously for a resolution stating that authorisation to use Dutson Downs should not progress unless an EES is carried out. They also decided to write immediately to the Federal Minister for the Environment Michael Kemp insisting that the Federal laws designed to protect Ramsar wetlands be invoked to ensure that waste dumping and treatment at Dutson Downs does not proceed without an EES.

Said Wellington’s Mayor John Jago: "Locating a contaminated soil recycling and treatment facility at Dutson Downs is a very major issue and warrants a thorough investigation before it progresses any further. Given the concerns that have been expressed by the local community, and the Council’s own concerns that the details of the specific processes are not yet known, it is vital that an EES process is conducted."
