Council Cracks Down on Illegal Puppy Farms

Bass Coast Shire Council is cracking down on illegal dog and cat breeding establishments. An enforcement blitz will use new laws introduced by the State Government earlier this year.

Philippa O’Halloran, Acting Community and Economic Development Director, said the definition of a domestic animal breeding business has changed.

"If you have three or more fertile female dogs or cats and you sell dogs or cats, you have to register with Council. This applies whether you make a profit or not from the sales."

Mrs O’Halloran said there were some exceptions to this rule.

"If you are a member of an organisation, such as Cats Victoria Inc or Dogs Victoria, you do not need to register as a domestic animal business unless you have 10 or more fertile female dogs or cats."

There is a Code of Practice in place to ensure breeding domestic animal businesses meet minimum standards for animal welfare. Mrs O’Halloran also said rules around advertising dogs and cats for sale had also changed.

"You now have to include the microchip identification number of the animal in the advertisement or notice. Alternatively, if you are a registered domestic animal business you may use your Council business registration number.

"This gives the community confidence that puppies and kittens being sold are only from legitimate breeders."

Mrs O’Halloran said Council is serious about cracking down on illegal dog and cat breeding businesses in the municipality.

"We will be following up dog and cat sale advertisements without microchip numbers, and conducting random audits of potentially unregistered breeding establishments.

"If you do not comply with this legislation, you can be fined," Mrs O Halloran said.
