Council Refers Proposed Heritage Overlay To Independent Planning Panel

The introduction of a heritage overlay to cover sites recommended by the 2008 Latrobe City Heritage Study has moved a step closer following a resolution at Monday night’s council meeting.

Council resolved at the meeting to request the Minister for Planning to appoint an independent planning panel to consider submissions received in response to the introduction of a revised heritage overlay to the Latrobe Planning Scheme.

Latrobe City mayor, Cr Lisa Price, said council adopted the 2008 Latrobe City Heritage Study in April 2009, which began the process of preparing an amendment to the Latrobe Planning Scheme to introduce a heritage overlay to cover sites recommended by the study.

"Following the adoption, and Ministerial authorisation to prepare a planning scheme amendment to introduce a revised heritage overlay to the Latrobe Planning Scheme, the amendment was exhibited for eight weeks, and submissions invited.

"During the exhibition time a series of one-on-one community information sessions also took place, for landowners or those who wanted to find out more about the proposed introduction of a heritage overlay for Latrobe City," Cr Price explained.

"A total of 41 submissions were received, approximately half of which raised an objection to the proposed heritage overlay, whilst the remaining submissions provided support."

Cr Price said that during council consultation and discussion with affected landowners, there has been overwhelming acceptance and community support for the recognition and protection of Latrobe City’s heritage buildings.

"Feedback from local real estate agents has also indicated that in many instances, locations proposed for inclusion within heritage precincts are often sought after locations.

"Some well known heritage icons such as Airlie Bank Homestead in Morwell, Glengarry Railway Station, the Tyers Mechanics Institute and a number of buildings at Old Gippstown were included in the study. These places and others across Latrobe City will be given an element of protection through the proposed inclusion of a revised heritage overlay within the Latrobe Planning Scheme," Cr Price said.

"It is anticipated that following the appointment of the planning panel that a directions hearing will be held during February 2010. The purpose of the directions hearing is to consider matters of a preliminary nature and to consider the timetable for those who wish to make a presentation at the public hearing.

"All submitters will be notified of the hearing details and will be provided with an opportunity to make a presentation before the panel. Attendance at the public hearing is not a mandatory requirement," Cr Price said.
