believes there is still work to be done with the developer.

According to Planning and Environment Director, Hannah Duncan-Jones, Council respects the Minister’s right to interpret and act on State Policy.

"We wrote to the Minister in January this year and asked him to assess whether the land in question was suitable for a zero-carbon type of development," said Ms Duncan-Jones.

"One of the reasons Council refused the development was because of the Victorian Coastal Strategy, which is State Policy and we believed it needed State input.

"The zoning the Minister has given the land requires a zero carbon development.

"We are looking to work with the developer to help make his ‘zero carbon’ vision a reality.

"With his help we can ensure that people buying into the eco-village fully understand the design and construction requirements.

"This is a great opportunity for the developer to include in the design guidelines controls on the type of building products used, including renewables and recycled products and to seek to reduce the total energy used through the lifecycle of the property.

"For this to be a showcase in environmental design we need to make sure we have the right controls in place which will give the best result possible."
