Local Laws and Police team up to tackle unruly behaviour

Latrobe City Council and local police are teaming up to tackle any unruly behaviour over the Christmas and New Year period, and the message for those who misbehave is that at a minimum they will be fined.

The partnership between local police and the City’s local laws officers was developed mid-year with joint patrols being undertaken through the central business districts to tackle loutish behaviour.

Latrobe City’s Manager Local Laws, Peter Fraser, said the joint patrols targeted behaviour such as consuming alcohol in the streets, vandalism, urinating in the street, excessive noise and indecent language.

"Local shopkeepers are telling us they are sick of opening up their respective premises in the morning and finding their property damaged, street trees and furniture broken, and windows smashed; and Council has listened to their concerns," Mr Fraser said.

"Residents also have a right to live their lives free from the abusive and sometimes threatening behaviour sometimes encountered on the streets; and residents living near CBD’s have been particularly vulnerable in that regard."

Mr Fraser said that part of the strategy to tackle misbehaviour had involved providing the police with powers to tackle breaches of local laws.

"In the past, police have been somewhat hampered in their efforts to tackle misconduct on the streets, as many behavioural breaches come under the jurisdiction of local laws. Having been issued with the authority to enforce local government legislation, it is now a much simpler process for the police to combat misbehaviour by issuing infringements," Mr Fraser said.

Acting Senior Sergeant Chris Pegg, said the joint patrols had been extremely effective. "A very positive partnership has been created through this initiative which has provided the police with additional avenues for tackling public disorder issues. The partnership with Latrobe City has provided us with a streamlined means of enforcing the law, and as a result there has been an increase in public safety," Acting Senior Sergeant Pegg said.

"A key message for the Christmas and New Year revellers is not to let alcohol affect judgement. We want people to enjoy themselves, but not to the extent where it spoils the enjoyment of the festive season for others," Acting Senior Sergeant Pegg added.
