Gippsland water to lodge soils stage three application

Gippsland Water will proceed with the lodgement of a works approval application to the Environment Protection Authority (EPA) for stage three of its proposed Soil and Organic Recycling Facility by mid November.

The outline of stage three was provided, and in-principle approval sought, when the works approval application for stages one and two were submitted to the EPA in July. Stage three was not formally lodged at this time because technical details had not then been finalised between Gippsland Water and Collex, its technology partner. A separate application was planned for submission at a later date.

Community submissions from the public consultation period for stages one and two of the project have been received and reviewed. Those who lodged submissions presented their concerns to Gippsland Water in a meeting held by the EPA this week.

The key differences between the three stages of the proposed facility are:

- Stage one – will use composting, which is a natural process, for organic wastes - including green waste and grease trap waste - and soils that contain only organic contaminants. Stage one will compost these wastes, in enclosed vessels, to a standard that will allow these to be reused at Dutson Downs for soil improvements.

- Stage two – will see an increase in the amount of organic wastes and organic contaminated soils accepted at the facility, and use the same treatment processes as in stage one.

- Stage three – will see more advanced treatment technologies for soils that contain non-organic contaminants. Non-organic contaminated soil will only be accepted and treated on an as-needs basis, and will use treatment processes that are brought in to the facility especially for this purpose, and then be removed after the treatment process is complete.

Stages one, two and three represent a long-term solution for the regional management of soils and organic wastes, some of which are already accepted at Gippsland Water’s Dutson Downs site.

Stage three will be a stand alone works approval application. This will enable the community and stakeholders an opportunity to consider and comment on the proposed technologies and environmental controls.

Gippsland Water’s Chief Executive Officer, John Mitchell said, "Gippsland Water values its community’s feedback and will keep them informed of the progress of all three stages of the project. I encourage our community to participate in the upcoming works approval process.

"We would like to reinforce that stage three has always been part of the overall plan for the project, and information regarding this stage was contained in the report that was submitted as part of the original works approval application for stages one and two, back in July.

"The overall Soil and Organic Recycling Facility will provide the community with assurance that wastes and contaminated soils in their towns will be processed and managed safely.

"No region can be self-sustaining without proper waste disposal facilities. Recent media reports have indicated that Gippsland’s waste management facilities are not coping with current demand, with the need for other waste recycling and storage facilities already identified by one local council.

"The Soil and Organic Recycling Facility will be of great benefit to Gippsland, providing a waste recycling and treatment service that is not currently available within our region. Having this facility available for local commercial and industrial clients will significantly reduce their waste disposal costs."
