Latrobe City Council will lodge a submission to the Legislative Council’s Inquiry Into Health Impacts of Air Pollution in Victoria. Council’s submission notes that while industry is vital to the economy of the City and broader Gippsland, the community’s health must not be compromised.

There are many factors that can affect air quality, like wind direction and smoke from wood fires or industries that emit certain harmful dusts in the air

Latrobe City Council Mayor, Cr Sharon Gibson said, "The experience of considering the Used Lead Acid Battery Recycling Facility highlighted that while new and existing industry creates employment opportunities, we also need to protect the health of the more than 75,000 people who reside in our wonderful City."

Council’s submission states:

  • Capacity to meaningfully respond to these concerns was limited due to the lack of monitoring and benchmarking against international standards. EPA monitoring is incomplete [as shown by the Latrobe Valley Information Network (LVIN)], reactive and lacks proactive monitoring
  • Community response to the recent Used Lead Acid Battery Recycling Facility highlighted a lack of confidence in the Environment Protection Authority (EPA) to ensure compliance with emission standards. The community questioned the adequacy of current standards for lead emissions and separation/buffer distances from sensitive uses.
  • Latrobe Valley has significant heavy industry that underpins the economy however there is community concern about health implications and so the community should have a voice in this discussion
  • Public confidence in an appropriate level of emissions would be improved by transparency in how emission regulatory levels are set, as well as better reporting of monitoring and outcomes when breaches do occur

The submission was prepared by Council officers and endorsed by Council at an Ordinary Council Meeting on Monday 12 April.
