Council Adopts Budget for 2016/17, Includes Major Projects

Latrobe City Council has adopted its budget for 2016/17, delivering a conservative budget that manages the same level of service delivery.

Latrobe City Council has adopted its budget for 2016/17, delivering a conservative budget that manages the same level of service delivery, plus a number of anticipated capital works projects, at the capped 2.5% rate rise.

This follows a community consultation process, which saw Council receive 106 online submissions and 555 page views on its website over a four-week period – its best community response to a budget consultation.

Latrobe City Council’s mayor, Councillor Michael Rossiter, said this was a great response and a result of Council’s continued focus on community engagement.

"This budget reflects Council’s commitment to deliver the same services to the community against a background of rate capping. As we plan our long-term future through a 10-year Financial Sustainability Review, we are keenly aware that delivering the same level of services under these current constraints is only really viable for the short-term.

"The capital works program continues, with an investment of more than $40.7 million across the municipality on roads, footpaths and cycle paths, bridges, car parks, waste management and recreational, sporting facilities and open spaces. Our community expects improvements, upgrades and renovations and we are continuing to deliver these.

"Council has also increased its spending on the renewal and upgrades to various playgrounds across the municipality as part of its Playground Improvement Implementation Program.

"Sporting facility upgrades include the construction of the Glengarry Recreation Reserve Netball Tennis Pavilion. This project will deliver a modern new change pavilion for netball and tennis players at the Glengarry Recreation Reserve and is jointly funded by Latrobe City Council and Sport and Recreation Victoria. Traralgon City Soccer Club’s home, the Harold Preston Reserve, will receive much-needed drainage and irrigation works to three of its pitches.

"Another highly-anticipated project will be underway in this coming financial year, with the reconstruction of the tennis courts at the Moe Botanic Gardens in Moe set to commence in September. The project includes the reconstruction of 10 courts, new fencing and new lighting," Cr Rossiter said.

"Council has allocated funding for detailed architectural designs, plans and drawings for the proposed Latrobe Creative Precinct, to commence after confirmation of Federal Government support from the National Stronger Regions Fund.

"Stage 1 of the Latrobe Regional Gallery Refurbishment will support the safe storage of artwork in the gallery, including improvements to the paper conservation and archive area to prevent coal dust damage as well as the installation of specialised LED gallery lights. Selected external areas will be refitted to clean up the building exterior. A rebuilt street entrance will eliminate street dust entering the foyers and ground floor galleries and preserve the air quality of the gallery to protect exhibited works.

"This is the final budget we will deliver as a Council before the elections are held in October. We have remained steadfast to our commitment of delivering low rate rises each year without reducing services," Cr Rossiter concluded.
