Council to blitz roadside car traders

Latrobe City Council’s local laws officers will be targeting ‘hotspots’ throughout the municipality used by roadside car traders who attempt to sell cars from the roadside and park vehicles illegally.

The blitz follows a number of complaints from vehicle dealers concerned with the growing numbers of vehicles for sale in and around the streets, nature strips and road reserves within the municipality.

Latrobe City’s Chief Executive Officer, Paul Buckley, said that a meeting had recently been held with a number of concerned vehicle traders and a list of hotspots had been identified.

"Council gave the traders an undertaking that these hot spots would be patrolled and the offending vehicle owners would be issued with infringements," Mr Buckley explained.

"Latrobe City’s Manager Local Laws, Peter Fraser, said that a number of the illegally parked vehicles had been placed in what was considered ‘high profile’ selling sites by roadside traders. "The offenders are not just individuals selling their own vehicles, but people who make a living from roadside vehicle sales. The place for these vehicle sales is a registered vehicle sales yard," Mr Fraser explained.

Mr Fraser warned residents that ‘owner onus’ applies to illegally parked vehicles. "If car owners decide to dispose of a vehicle through a roadside trader and that trader parks their vehicle illegally while attempting to sell it, the registered owner will cop the fine unless the ownership has been legally transferred to the trader," Mr Fraser explained.

"This is a timely reminder to any resident attempting to sell their car through a roadside trader that unless the ownership is legally transferred, responsibility for the vehicle still remains with themselves," Mr Fraser stressed.

Mr Fraser said that vehicle owners advertising their car for sale at the roadside must park their vehicle legally. "Parking on nature strips, in reserves, on land at intersections and in main road limited parking bays will create an infringement.

"Local Laws officers have now commenced patrols that will blitz offenders, and will also be carrying out these patrols at weekends. If residents wish to sell their vehicles by placing them on the roads, and they are not sure of the law, please contact the Local Laws team on 1300 367 700 for clarification," Mr Fraser said.

"That way they may well save themselves from receiving an embarrassing fine," Mr Fraser added.
