Register of roads

Wellington Shire Council has compiled a Register of Public Roads clarifying which roads it is responsible for and this will be available for the public to view from 1 July.

Under the Road Management Act 2004 all councils have to produce such a Register. This is essentially a council’s declaration of which roads it will inspect, repair and/or maintain - as set out in its Road Management Plan.

Wellington’s Road Management Plan, which is now being finalised, will come into operation at the beginning of next year and will be placed on public exhibition for comment before it is adopted by the council. It will categorise the council’s level of responsibility over each road on the register, according to priority and community need.

Wellington has responsibility for over 3,350 kms of sealed and unsealed roads – which represents more than the distance from Melbourne to Perth. The Register of Public Roads lists in excess of 2,000 roads and streets across the shire and this will be regularly updated to record changes to the road network because of land development for example.

Maintenance and repair work to roads and bridges represents a major financial commitment for the shire, costing the council and ratepayers some $12 million a year.

Said Wellington Chief Executive Officer Lyndon Webb: "As the State’s third largest shire by area, with a population of just 40,000 people, a road network in excess of 3,350 kms and many other demands on our financial resources, it is clear that the register and Road Management Plan will have far-reaching implications for us.

"We have a responsibility to ensure ratepayers’ money is allocated to roads wisely. This means carrying out a careful assessment before deciding which should be included on our register, and how those registered should be classified according to priority and community need. It may well be for example that those roads which are essentially private access tracks will not be included and that the council probably won’t be maintaining them in the future.

"Other roads may not be on the register because they have already been adopted by other authorities, such as VicRoads or the Department of Sustainability and Environment."

Anyone who would like to see if their road is included on the Register of Public Roads will be able to view a copy from Thursday 1 July at the council’s Yarram and Sale customer service centres, during normal working hours.
