Moving forward with the Latrobe Creative Precinct

Latrobe City Council will soon determine how to best move forward with the design and construction of the Latrobe Creative Precinct, which Council hopes to open by mid-2020.

Latrobe City Council’s Chief Executive Officer, Gary Van Driel, said Council received written confirmation of the Federal Government’s $10 million contribution to the project late last month and has since been researching governance models and construction methodology.

"Our officers will present the results of their research to Council in October/November to determine how the precinct’s development will be managed and how the building’s design and construction process will be undertaken," Mr Van Driel said.

"There’s a number of ways to choose an architectural design for a project of this scale. For instance, the architectural design for the new arts centre might be chosen through a traditional tender process or perhaps an architectural competition.

"Either way, we will be highlighting Council’s Wood Encouragement Policy to each of the proposed applicants, so they can keep this in mind when producing their designs." Mr Van Driel said once the new Council signed off on its preferred governance and design and construction methodology, the next phase could commence.

"The final architectural plans and detailed designs should be in place by mid-2018, with construction to follow through to the end of 2019 or early 2020." Mr Van Driel said the mid-2020 target opening would fit ideally with plans to run arts and vocational training courses from the precinct – building on the Memorandums of Understanding established with Federation University and Box Hill Institute.

"Once the new theatre facility opens at the precinct, the existing Latrobe Performing Arts Centre’s calendar of events will move across to that building. The next six or so months will then be spent refurbishing the existing arts centre so that it is ready for classes and arts training courses to commence in first semester 2021."

"We’re looking forward to delivering a creative precinct that will be the envy of the region, with new and improved performance spaces, outdoor event sites, larger back-stage areas and new change-room facilities; as well as high-tech educational facilities for performing arts students and multi-purpose community rooms."

The $30 million project will be funded in equal parts by the federal and state governments and Latrobe City Council.
