$26 Million In Highlights

Bass Coast Shire Council adopted the 2009/10 Budget at its meeting held on Wednesday, 22 July.

Chief Executive Officer, Allan Bawden, said the $26 million capital works program was the clear highlight of the budget.

"This is Council’s largest capital works program ever and includes $10 million in funding from the state government to construct roads around the desalination plant," said Mr Bawden.

"Spending from capital works has increased by over 45 per cent from last year’s budget.

"A key focus for Council is to keep rates affordable and we believe this has been achieved with an average rate payment of $1,148 per property.

"This will generate the level of revenue that allows Council to maintain existing service levels, fund new initiatives and complete the capital works program," said Mr Bawden.

Key projects in the 2009/10 budget include:

  • $1.03 million for stage two of the Inverloch Community Hub. Includes constructing the Neighbourhood House, Visitor Information Centre and Community Centre
  • $274,000 reconstruction of Brook Street and Henry Street, Wonthaggi. Works include kerb replacement, asphalt resurfacing and drainage improvements
  • $210,000 drainage system in Sunseeker Court and McCrae Avenue, Cowes to prevent persistent flooding
  • $380,000 improvements to the Inverloch foreshore including construction of a new 800 metre bicycle path from The Glade to Cuttriss Street
  • $120,000 in pathway construction to fix missing links in Inverloch and San Remo
  • $225,000 to design the Phillip Island Children’s Hub for construction
  • $670,000 in environmental work at the Rhyll Transfer Station and Grantville Landfill Station to seal full landfill cells and revegetate the area
  • $354,000 reconstruction and widening of Settlement Road between Anderson Road and Justice Road, Cowes

"Council has taken into account the potential impacts of the desalination plant which, during construction, will bring around 2,000 people to the area.

"Council will continue to lobby the government for resources and funding, but in the meantime this budget has been created to keep any adverse affects to a minimum," explained Mr Bawden.

The draft budget was placed on exhibition for 28 days and Council received one submission from a ratepayer which it considered at its meeting.

In 2009/10, Council will spend over $10 million on environmental services, almost $6 million on leisure and recreation and almost $6 million on community services.

The budget is available to view at any Council customer service centre or on the website at www.basscoast.vic.gov.au.
