Review Of Strategic Coastal Planning Framework

At this week’s special Council Meeting on Wednesday 5 April, Council voted to adopt the Bass Coast Strategic Coastal Planning Framework.

Analysis of the Framework was based on its ability to meet the requirements of the Victorian Coastal Strategy, the Municipal Strategic Statement and the State Planning Policy Framework. The results of the extended community consultation were also considered in the final recommendation and decision.

FACT SHEET:

The Bass Coast Strategic Coastal Planning Framework was adopted after extensive community consultation, establishment of a project reference group and feedback from State Government.

The process to establish the Framework has been underway since 2004.

GHD Consultants prepared a Draft Strategic Coastal Planning Framework, which was put out for public consultation in April 2004 for six weeks.

Based on the submissions and their own analysis, GHD presented a Framework to Council on 16 February 2005.

The Framework was adopted by Council with three amendments:

  1. extension of the township boundary of Pioneer Bay to the south to include land at 1200 Bass Highway
  2. extension of the township boundary of Grantville to the southwest to include land between the Bass Highway to Queensferry Jetty Road
  3. extension of the township boundary of Cape Paterson to the west to Wilsons Road.

The current Council was elected in November 2005. On 7 December 2005 a decision was made to reconsider the township boundaries, as defined by the Framework adopted in February.

This was based on concerns raised by the community and the Minister for Planning over the minimal consultation for the amendments.

Council directed Planning staff allow 28 days for public submissions on the amendments and to prepare a report on those amendments, which included details of community feedback.

Planning staff assessed the merits Framework amendments in relation to the State Planning Policy Framework (SPPF), Municipal Strategic Statement (MSS) and the Victorian Coastal Strategy (VCS).

Based on detailed analysis and consideration of the submissions received, Planning staff made the following recommendations.

Amendment a) extension of Pioneer Bay town boundaries:

It was recommended that the town boundaries for Pioneer Bay remain as adopted for the following reasons:

  1. Expansion of the town may create the opportunity for population growth and encourage the establishment of services for the area.

Amendment b) extension of Grantville town boundaries:

It was recommended that the boundary be changed so that the southern boundary ends at Queensferry Road on the western side of Bass Highway, for the following reasons:

  1. The proposed expansion area is too far from any infrastructure and services. This would be contrary to the requirements of MSS and SPPF, which seeks to have walkable neighbourhoods and any new expansion to be able to make use of existing infrastructure.
  2. There is adequate land available within the township already to deal with projected population growth

Amendment c) extension of Cape Paterson town boundaries:

It was recommended that this amendment be accepted for the following reasons

  1. Wilsons Road clearly defines the town boundary, which meets the MSS and VCS requirements for clear boundaries for the separation of urban areas
  2. The boundary meets the SPPF requirement that Council accommodate projected population growth over at least a 10 year period
  3. The extended area adjoins an existing residential area and is an efficient use of infrastructure and services, as required by SPPF, VCS and MSS.
The Council adopted the Strategy incorporating the recommendations of its Planning Officers.
