Bass Coast Shire Council adopts policy for future management of historic dust suppression sealed roads

Bass Coast Shire Council has adopted a policy to remove deteriorated dust suppression seals, offering affected property owners a $4,000 road-sealing upgrade option or reverting roads to crushed rock.

Bass Coast Shire Council has adopted a new policy to guide the way historic Dust Suppression Seals are managed into the future. Between 2005 and 2007, Council tested dust suppression seals on unsealed roads across Bass Coast to help manage dust.

Safer roads ahead

While these treatments helped for a short time, they have since worn out to a point where these roads can no longer be repaired to meet acceptable service standards or community expectations. This has resulted in safety concerns and accessibility difficulties for users. To ensure the roads remain safe and usable for our community, these suppression seals must now be removed.

Under the Policy, property owners on streets with a remaining dust suppression seal will be offered the opportunity to upgrade to a permanently sealed road. This upgrade involves a one-off payment of $4,000 per property. In response to feedback received during the engagement period, the option to make payment upfront, or over a 6, 12 or 24 month period has been added.

Community engagement on the Policy occurred from 18 March to 15 April 2026 and 210 responses were received, with 88% of respondents being property owners on an existing dust suppression seal.

Property owners informed

All property owners will be contacted directly to inform them of the outcome of the community consultation and the adoption of the Policy. For streets scheduled for the removal of the existing seal in 2027, further consultation will be sent shortly to enquire about their interest in participating in an upgrade.

All other streets will be engaged over the following 2 years in line with the schedule of removal. If property owners are not supportive of an upgrade in-line with the terms of the Policy, the dust suppression seal will be removed and returned to a crushed rock surface.
