Major Changes To Bass Coast Planning Scheme

Bass Coast Shire Council is currently exhibiting a number of proposed changes to the Bass Coast Planning Scheme.

Individuals and groups can make comments on the proposed changes up until 22 September 2006.

Called ‘Amendment C46’ the proposed changes are important ones for the Council, says Strategic Planning Coordinator, Lisa Dunlop.

"Amendment C46 seeks to do two things.

"Firstly, it will incorporate the Inverloch and Phillip Island and San Remo Design Frameworks into the Planning Scheme.

"These Frameworks have been developed by Council, with assistance from the Department of Sustainability and Environment (DSE), after extensive community consultation.

"They provide guidelines and actions for future development and land use, as well as clear township boundaries for the areas of Phillip Island, San Remo and Inverloch.

"Incorporating these documents into the Planning Scheme will ensure that they are considered appropriately when the Council makes decisions," explained Ms Dunlop.

"Secondly, the amendment will make a number of changes to existing Overlays in the Planning Scheme.

"These overlays seek to protect significant vegetation and other environmental features, protect significant landscape areas and provide design controls for commercial areas.

"The Vegetation Protection Overlay, Significant Landscape Overlay and Environmental Significance Overlay have all been reviewed to improve the consistency of controls across the Shire.

"These changes are being made to reduce the number of planning permits Council receives and to improve the objectives and guidelines of the overlays

"The changes to the Vegetation Protection Overlay will have an impact on permit requirements for vegetation removal and lopping in the Shire, specifically on Phillip Island," informed Ms Dunlop.

"Bass Coast Shire is the 12th busiest municipality in the State when it comes to the number of planning permits it receives.

"A number of reviews of the Bass Coast Planning Scheme have indicated that Council can improve its efficiency by reducing the need for permits that don’t add any value," she added.

Preliminary consultation sessions were held in Cowes and Wonthaggi in July 2005 with community groups, residents and other interested parties to ensure their input.

"These comments have helped form the amendment documentation that is currently on exhibition," said Ms Dunlop.

"The community now have another opportunity to make comments.

"Submissions that are received will be assessed by Council and try to be resolved.

"Any submissions that can't be resolved will be referred to an independent planning panel.

Submissions must be in writing and sent to the Strategic Planning Coordinator, Bass Coast Shire Council, PO Box 188, Wonthaggi 3995 by 22 September 2006.

Copies of the amendment have been sent to all parties who put in a submission following the preliminary consultation sessions, all relevant community and environmental interest groups, development industry personel and government agencies.
