Gippsland Water Progresses With Proposal For Soil Recycling At Dutson Downs

Gippsland Water has submitted a Works Approval Application to the Environment Protection Authority (EPA) to construct and operate a Soil and Organic Recycling Facility (SORF) at Dutson Downs.

The submission of this application follows the State Government’s announcement in July 2003, of the appropriateness of the Dutson Downs site for soil recycling. This decision followed the release of findings of independent environmental and viability studies.

Gippsland Water’s Chief Executive Officer, John Mitchell said, "The proposed Soil and Organic Recycling Facility represents significant improvement from the initial Expression of Interest submitted to the State Government. The primary objective of this facility is to compost soil and organic wastes to a standard that will allow these to be beneficially reused at Dutson Downs for soil improvements."

The soil and organic wastes currently disposed at Dutson Downs is proposed to be treated at the Soil and Organic Recycling Facility. Gippsland Water currently disposes of highly odorous sludge and liquid organic wastes to the bioremediation pond at Dutson Downs. A majority of these wastes will now be directed to the composting facility which will therefore result in a reduction of odours generated at the bioremediation pond.

The technologies proposed for the composting facility have been developed in conjunction with Collex, Gippsland Water’s technology partner. These technologies will provide a greater opportunity for recovery and reuse of wastes compared with the current waste management activities undertaken.

Mr Peter Murray, General Manager Collex Victoria said "At Collex we have developed our expertise both in Australia and overseas to provide resource recovery solutions in response to business and community demands. We have successfully used technologies such as those proposed for the Soil and Organic Recycling Facility since 1999 and are pleased to be able to offer these technologies as a solution to improving waste management for the Gippsland Region."

The application to the EPA is the next step in the process in providing the Gippsland region with a foundation waste management asset for the recycling of organic wastes. Dutson Downs currently receives 70% of the industrial waste generated in the Gippsland region for disposal to landfill. This proposal will provide local businesses within the region with a more sustainable solution to management of their wastes thus provide improved management of our resources within the region

"Gippsland Water is committed to improving existing operations at the site and to ensure they are managed in accordance with best practice and the State Government’s policies and regulations. This facility will be a significant step to moving towards reducing the volumes of waste we dispose to landfill and improving the health of our environment" Mr Mitchell concluded.
