Children’S Hub Fully Supported

Bass Coast Shire Council has declared full support for the Cowes Children’s Hub project.

A resolution at the July Council meeting reaffirmed the commitment and called on the Victorian Minister for Children and Early Childhood Development, Maxine Morand, to assist Council to secure sufficient funding for the project.

Community and Economic Development Director, Patti Wenn, said the Children’s Hub project was progressing well.

"Money has been allocated in the current budget for the design of the Hub and Council officers are working on securing the funding we need for this project," confirmed Ms Wenn.

Ms Wenn said the plan was to secure State and Federal Government funding for at least half of the project, with the remainder coming from the sale of land and from Council.

"The most complex thing about funding for these kinds of projects is dealing with all the different Government areas," remarked Ms Wenn.

"It is really like having pieces of a jigsaw and getting them all to fall into place at the same time.

"We are very confident that we can achieve this, although it might take some time for it to all come together.

"The support of the local community and the united approach of the various groups involved in the Hub is a very positive factor in any funding application," stressed Ms Wenn.

At present a number of State and Federal funding avenues are being explored.

"We had hoped to receive funding from the first round of the Building the Education Revolution fund, but the Federal Government decided round one of this fund would only be eligible to primary and secondary schools," explained Ms Wenn.

"However, we are confident that we will be able to apply for funding in future rounds.

"We also submitted an application to the State Government and have had very positive feedback from the Department of Education and Early Childhood Development (DEECD) on the project.

"Although we have been advised we were able to receive $500,000 - the maximum amount of funding available under that program - it is only a portion of the money needed for the Hub," Ms Wenn said.

"To take up the DEECD funding right now, Council would have had to borrow over $3 million dollars to make up for the lack of Federal funding through Building the Education Revolution.

"We are not able to do that and as a result, staff from DEECD advised the application was not eligible at this stage for the $500,000.

"This does not mean that the project will not go ahead, or that we will not be able to secure State Government funding at a future date," assured Ms Wenn.

Ms Wenn confirmed that Concil’s application was still with DEECD.

"We have not withdrawn our application and we have advised the department that we are pursuing other funding options, including a meeting with Minister Morand to secure the additional money needed for the project," stated Ms Wenn.

"While the application might not be funded in the current round, it will remain on the table while we work to secure funding from other areas.

"This is what our discussions with Minister Morand will focus on."

Tracey Gibson, Assistant Director of Kilmany UnitingCare, the future licensee of the Hub, praised Council’s work on the project.

"As a key member in this project, we are very impressed at Council’s continued commitment to involving the community in planning for the use, governance and management of the Children’s Hub," said Ms Gibson.

"Council has invested a significant amount of time and resources to pulling this project together and ensuring there is a truly shared, community vision.

"I am very confident that Council will be able to secure the funding that is needed and will continue to work closely with the community to deliver this exciting facility for the families of Phillip Island."

The proposed service model for the Cowes Children’s Hub consists of a 70 place long day care program, the equivalent of two kindergartens, a base for the maternal and child health service, a toy library, family and children allied health and specialist services and community room.

There is also a plan to incorporate an adult learning centre as part of the Hub in a further stage of the project. This model is supported by the Minister for Children and Early Childhood Development.

Groups involved with the planning for the Cowes Children’s Hub include Bass Coast Community Health Service, Cowes Primary School, Phillip Island Community Learning Centre, Bass Coast Shire Council, Phillip Island Kindergarten, Kilmany UnitingCare, Noahs Ark, South West Gippsland Family Day Care and Baptist Church playgroup.
