Coal buffer extension not required

Latrobe City Council has released expert consultant reports into perceived ground movement issues in south eastern Traralgon before an independent planning panel.

A planning panel hearing was held this week at Morwell to consider Council’s Planning Scheme Amendment C97, which is a proposal to re-write local policy sections of the Latrobe Planning Scheme. A submission from AGL Loy Yang to the C97 planning scheme amendment process rekindled the issue of coal buffers around the mine, an issue that was raised by AGL Loy Yang at a previous planning panel hearing last year. However, the consultant reports released find that the existing buffer does not pose an unacceptable risk to the township.

Latrobe City Council’s chief executive officer, Gary Van Driel, said that since the previous panel recommendation from last year, Council has heard feedback from residents and key stakeholders who would be impacted by the potential increase to the buffer.

"In May 2016, Council resolved that it would not support the recommended increase in the urban coal buffer distance. Council appointed Golders Associates, an independent consultant, to undertake a peer review of AGL Loy Yang’s own evidence, presented at a previous planning panel last year. Golders has studied the area and found that there is a low risk of instability.

"We believe that extending the buffer from 1km to 2km will serve no purpose other than to hinder development and frustrate existing landholders in Traralgon south east.

"Latrobe City Council has recently provided the Golders reports to the State Government and to AGL Loy Yang. We would welcome an update on any further risk assessment work that may be undertaken by AGL Loy Yang and the State government," Mr Van Driel said.

The C97 Panel Report is not expected to be received until early December 2016. A copy of the Golders reports can be downloaded from Council’s website at www.latrobe.vic.gov.au/c97
