Third Landfill Cell Ready To Be Constructed

Latrobe City Council has started construction for the next tipping cell at the Hyland Highway landfill site with the new cell expected to be completed ready to receive waste mid-2011.

Council awarded the bulk excavation earth works to Grosvenor Lodge P/L who have commenced on-site activity.

Latrobe City mayor, Councillor Darrell White, said that the new cell is being constructed and approved under the new EPA Victoria Best Practice Environmental Management guidelines.

"Stormwater management improvement works, which will allow for the improved direction of water around the tipping cells, are also being undertaken as part of the continued activity at the landfill site." Cr White explained.

Latrobe City landfill consultative committee chair, Councillor Ed Vermeulen, added that the tipping cell will be a great addition to the landfill site.

"The new cell will also include a sump inside so that leachate can be collected and pumped into the leachate pond, rather than rely on the gravity flow in the current cells.

"Effectively, the design and construction of this new cell will be scrutinised to the highest degree to ensure the environment continues to be fully protected for the operational lifetime of the cell and beyond," Cr Vermeulen said.

The landfill opened in May 2008 and has received over 69,500 tonne of waste into Cells 1 and 2 to date. Waste quantities are split 50 per cent municipal and 50 per cent commercial waste.

Latrobe’s general manager built and natural environment, Peter Quigley, said that in order to continue to operate the landfill responsibly during construction of Cell 3, acceptance of commercial waste would be temporarily halted.

"This temporary arrangement will begin on 24 December, and does not affect the disposal of municipal waste. Discontinuing the acceptance of commercial waste will double the remaining lifetime of Cell 1 and 2 to accept kerbside and transfer station waste. When Cell 3 is complete, and EPA approval has been received, commercial waste will be accepted again. This is expected to occur in mid-2011.

"We understand that commercial contractors may be inconvenienced during this time, but the restriction is necessary and is only a short term arrangement.

"Our main focus is to complete the third cell as quickly and efficiently as possible, whilst ensuring that the construction exceeds best practice requirement," Mr Quigley concluded.
