Ventnor Decision Has Bass Coast Implications

Bass Coast Shire Council has called on the Minister for Planning to respect the planning process and the voice of the community in all future planning decisions.

In a motion passed at the 21 September Council Meeting, Council also asked the government to revoke the decision of the Minister to rezone farmland in Ventnor.

The rezoning will be gazetted as part of the formal planning process on Thursday, 22 September.

Bass Coast Mayor, Cr Veronica Dowman said the announcement last week that 23ha of farmland on the outskirts of Ventnor would be zoned residential shocked the local community.

"We have lobbied hard to have the decision reversed, as this land sits outside the established town boundary for Ventnor," explained Cr Dowman.

"The Cowes Ventnor Silverleaves Structure Plan, which sets the boundary was adopted in 2008 and involved almost ten years of work with the community.

"Council invests a substantial amount of rate payers’ money to develop these frameworks and our approach is to direct growth to towns that have infrastructure and services.

"This was a key reason for maintaining the Ventnor boundaries. This is a little hamlet, with a very low level of infrastructure and services. The area in question is also of environmental significance, so it was not considered appropriate for further development."

More boundary decisions to come

The Planning Minister is currently reviewing Amendment C93 which sets the town boundaries for ten coastal towns in Bass Coast.

"We have urged the Minister to accept this amendment as is, to provide some certainty for those communities," said Cr Dowman.

"This amendment delivers on the aim of the Victorian Coastal Strategy to stop strip development along our coastlines. Successive governments have supported the Coastal Strategy since it was introduced in the Kennett era.

"Once Amendment C93 is adopted, we will have structure plans for all our townships. Those settlement boundaries across the Shire will provided enough land for growth, under the current high growth scenario, for at least next 15 years," continued Cr Dowman.

"I firmly believe that local government and local communities are best placed to make decisions about local development. We have been through a very thorough process and our community have had a huge amount of input. I hope that the Minister will support and endorse our decision."
