Street Trading Permit Renewals

Latrobe City Council local laws officers have this week been pounding the pavement and speaking to traders about the annual renewal of their footpath trading permits.

Latrobe City Council, chief executive officer, Paul Buckley, said that it was very important that traders were aware of their obligations in relations to footpath trading.

"Latrobe City’s Local Law No. 2 aims to ensure that footpath trading is undertaken in a safe, well regulated manner.

"Latrobe City Council and local traders are required to comply with the Disability Discrimination Act 1992 and the footpath trading regulations provide a framework to enable traders to operate and meet their disability obligations.

"The obligations mean that everyone, including people with vision impairment or limited mobility and parents with prams, must be able to travel safety along footpaths without being impeded by merchandise stands, furniture or advertising signs."

Garry Hammer from the Gippsland Linking Local Action Network was quick to support council’s most recent action.

"A clear footpath creates a safer environment for all of the City’s residents not just those with a disability. At the Network we’re pleased to see council taking positive action."

"People with a disability often have to negotiate footpaths with inappropriate street furniture like it was some type of perilous obstacle course. These residents should have the right to be able to move around freely, without danger from advertising signs, tables or chairs.

"To a vision impaired person, inappropriate footpath trading can be very dangerous. Many vision impaired people use the line of the building as a tool to navigate their way around. When tables, chairs and displays clutter this space, it makes moving around much more difficult."

Mr Paul Buckley said that local laws officers have visited traders and talked to them about their obligations and answered questions.

"While we understand that this may mean some changes for a small number of traders, we all have a responsibility to ensure that the community can be enjoyed by everyone."
