Ted Summerton Reserve To Receive $3.5M Upgrade

The Federal Government through its Community Infrastructure Program has today announced that it will provide $3.15 million to support improvements works at Moe’s Ted Summerton Reserve.

Latrobe City Council Mayor, Lisa Price said that the funding has enabled Council to significantly accelerate its plan to enhance the Reserve.

"The Ted Summerton Reserve was recently selected as the new site for the Moe Early Learning Centre and it seems entirely fitting that a new state of the art early years educational precinct should be enhanced by a vibrant and dynamic community sporting complex.

"Today’s funding announcement is a significant investment in the future potential of the Moe community and a sign that the Federal Government is serious about enhancing facilities and the capacity of Australian regional communities.

"Ted Summerton Reserve will evolve into an iconic community sporting precinct and the flow on effects is sure to provide an ongoing boost to the local economy."

Councillor Price said that she was particularly delighted that the Reserve will now transform from a sports facility to an active community and education precinct.

"This is a clear endorsement in the belief that Moe is a community on the verge of something new and exciting, it stamps Moe as a community full of life, energy, enthusiasm and passion.

"Council is excited to be able to deliver to the community a vision for the future – a vision where Moe has access to a vibrant recreational and education community precinct."

"The total cost of upgrading the Ted Summerton Reserve is $3.5 million with the Federal Government providing $3.15 million and $400,000 will be provided by Council," said Cr Price.

"The project will deliver a significant upgrade to the sporting infrastructure, which includes incorporating full disabled access to the Reserve and multipurpose room.

"It will also incorporate a playground and BBQ area for the Moe community that will assist in creating a link between the primary school, Moe Early Learning Centre and the Reserve.

"The proposed consolidation of parking, the creation of pedestrian linkages and the formalising of the traffic flow will enhance access and respond to the community’s concerns around parking facilities and pedestrian movements," said Cr Price.

"Our project also has a strong focus on water sensitive design opportunities and will include the installation of large tanks to harvest storm water from the reserve and surrounding streets as well as an upgrade to a considerably more efficient irrigation system. The harvested storm water will then be used on the junior and senior ovals, as well as the new parkland."

The key benefits of the project will be to deliver:

- Community playground with BBQ facility

- Installation of Water Sensitive Urban Design measures (storm water harvesting)

- New irrigation system for ground

- New formal entry to the reserve

- Improvements to the multipurpose room

- Installation of lift to multipurpose to make building DDA compliant (currently only stair access)

- Additional netball court (as required by Netball Victoria)

- Realignment of roadways and parking areas

- Sealing road ways and parking areas (currently unsealed and informal)

- Public toilet facilities

- Footpath and pedestrian linkages throughout the precinct (including lighting)

- Netball and female umpire change rooms

- Improvement to sporting clubs change facilities

- Undercover seating area

- Improvements to fencing at several locations throughout the reserve

- Upgrade of second oval and installation of lighting (suitable for training and junior football)

- Clearing of inappropriate trees

- Planting of screening vegetation (native species)

- Additional planting of "parkland" trees
