Input Sought On Performing Arts And Convention Centre Feasibility

Latrobe City Council is inviting community input into the process of establishing the need for a performing arts and convention centre.

The feasibility study for a Latrobe Performing Arts and Convention Centre is now underway and consultation is open for the duration of the project.

Coomes Consulting Group has been appointed by Latrobe City to undertake the feasibility report. Coomes Consulting Group is a multi-disciplined firm of consulting engineers, surveyors, planners, landscape architects and urban designers.

Latrobe City mayor, Cr Lisa Price, said the project is an exciting opportunity to address community need for a state of the art performing arts centre; while considering how integrating the development with a conference centre may offer the opportunity of delivering the facility at a sustainable ongoing cost to council.

"The Performing Arts and Convention Centre feasibility study will consider a number of options for delivery of the project in terms of structure of the facility, location of the facility and management structure to ensure that the most effective and efficient choice of centre can be delivered for the people of Latrobe," Cr Price said.

Latrobe City’s manager cultural liveability, Paul Holton, said there are two stages in the feasibility study. The first stage includes establishing the need, scope, scale and location for any proposed facility.

"As part of the first stage of preparing the feasibility study, council’s consultants will review population, visitation and tourism visitation trends; examine centres in other locations; identify primary markets; and consult with community, business and industry stakeholders." Mr Holton explained.

"They will also identify existing and potential strategic partners; consider travel routes and regional access points to assist in the identification of an appropriate site and determine the size and scale of a future facility in respect of seating capacity, commercial floor space and plant and equipment".

"Preparation of the feasibility study will also include making estimates for recurrent costs over the first five years; employment creation during and after construction and identifying other economic and social benefits expected to be generated by the development".

Mr Holton said that the second stage of the feasibility study will be to develop a preferred option and business model.

"This will involve confirming the scope, scale and location of the development and developing a design brief in accordance with the outcomes of stage 1; developing a concept plan, elevations and quantity surveyor estimates and undertaking targeted meetings with stakeholders, peak bodies, government and business interest groups, together with broader consultation methods, such as public displays, to canvass broad opinion and support," he said.

Following the finalisation of all documentation and outputs, the feasibility report will be presented to Latrobe City Council for consideration.
