Council’s concern over housing shortage

Wellington Shire Council is concerned that Sale’s shortage of housing will continue after Victorian Minister for Planning, the Hon Mary Delahunty, refused the proposed rezoning of a 52.6 hectare area of land for residential use.

In her determination the Minister has supported the findings of an independent panel appointed to review the housing supply issue in the city, which concludes that there is already sufficient, undeveloped Residential Zoned land available to meet development needs.

However, house construction has taken off on much of the land currently available in Sale, with some owners of currently unused residential land exercising their choice not to develop it into blocks which can be put on the market. This means that there is insufficient land accesible to meet projected housing needs and the level of demand is now intensifying with recent confirmation of the RAAF Base East Sale expansion.

The area that has just been refused Residential Zoning, known as ‘C12’, is in a popular position to the east side of Somerton Park Road. It would go some way to helping relieve short and long-term pressure for additional housing, enabling approximately 350 additional houses to be built.

With Wellington Shire having no legal right of appeal against the Minister’s decision, it is now taking alternative proactive steps to help tackle the housing issue, which include meeting with owners of spare residential land and local estate agents to see how suitable available land supply can be fast-tracked into use.

Said Wellington’s Chief Executive Officer Lyndon Webb: "Given the housing pressures facing Sale we are very disappointed that ‘C12’ is not to be rezoned. We will be pressing again for it to be rezoned in the future, but in practical terms that won’t be for at least a couple of years.

"From the feedback we’ve received we understand the frustration felt by local estate agents, builders and prospective householders. There is very little alternative land supply available in the city, due to the geographical constraints of nearby flood plains and irrigation channels for example. It is vital therefore that we work closely with all interested parties, including land owners and real estate agents, to find creative ways around this problem."
