Higher And Higher Education In Gippsland

Independent candidate for McMillan Howard Emanuel today called on the Federal Government to review current funding levels to universities.

This call is in response to the recent rises in Higher Education Contribution Scheme (HECS) fees that have effected most Victorian universities including the Monash Gippsland campus at Churchill.

Mr Emanuel said it was not always appropriate to level blame at the university boards who have announced the recent fee increases, because it is the current federal governments funding policy that is forcing all universities to increase fees. The government has allowed universities to increase HECS fees by up to 25% to cover funding shortfalls.

Mr Emanuel believes universities are increasingly behaving like commercial businesses as they face increasing costs and a decline in real terms in federal funding. The government’s policy is discriminating against lower income families and individuals that cannot see it in their capacity to repay such high debts and therefore don’t apply for places.

Also the increase in "full fee paying student" places means essentially there is decreasing opportunity for the less well-off to access the declining number of places available.

We are moving to a multi tiered higher education system Mr Emanuel said where money talks before intellectual prowess. This can have serious ramifications for the nations ability to develop top level intellectual capacity for the future.
