Protecting Our Heritage

Wellington Shire Council is proposing changes to the Heritage Overlay which is designed to protect important heritage places in the Shire.

The changes will identify buildings and places in Sale and Port Albert which will be protected by the Overlay.

"The main aim of a Heritage Overlay is to assist planners and the public to identify, conserve and protect places of natural, cultural, or architectural value," said Mr Lyndon Webb, Chief Executive Officer for Wellington Shire Council.

"It doesn’t necessarily rule out development in any area covered by the Overlay. What it does is ensure that any development respects the character of particular buildings or the surrounding area."

The amendments to the Heritage Overlay were proposed following the completion of the Wellington Shire Heritage Study Stage One. In this study, consultants reviewed community appreciation of Wellington Shire’s heritage, including buildings, gardens, trees, and other features of importance.

The proposed Heritage Overlay Amendment, technically known as Amendment C26, will go on public exhibition before a final decision is made.

Amendment C26 covers areas of residential, rural, commercial, industrial, and public land in Sale and to a lesser extent in Port Albert.

The Amendment proposes 10 new heritage precincts and identifies significant and contributory heritage places in Sale and makes some minor changes to existing Heritage Overlay controls in the township of Port Albert.

"Because this is of broad interest, Council will be arranging information sessions on the Amendment and extending the usual time for exhibition from four to eight weeks," said Mr Webb.

"The public are welcome to provide written comment on any aspect of the amendment while it is on public exhibition," said Mr Webb.

"All written submissions are considered by Council before the amendment is forwarded to the Minister for Planning for a final decision."

Council staff and heritage consultants will be available to answer questions and provide relevant documentation at the public information sessions.

Commencement times will be confirmed closer to the date.

These sessions will be by appointment and provide the opportunity for residents to have their questions answered on an individual basis.

The Amendment will be available for public inspection, free of charge, during office hours at Wellington Shire Council offices in Sale and Yarram and at the Department of Sustainability (DSE) East Melbourne and Traralgon. A F.A.Q sheet is available for download from Council’s website www.wellington.vic.gov.au.

The written submission must be sent to Jason Pullman- Strategic Planning Project Co-ordinator. The closing date for a submission is 8 May, 2007.
