Outrage arose with the release of a controversial report stating that gaming is of benefit to the community

The recent release of a report on the effects of gaming in Ballarat has caused an uproar in Gippsland (as per "Pokie Debate Erupts" 04/03/02 in the Latrobe Valley Express). The report, conducted by a consultant of ACIL, indicated that gaming provided social and economic benefit to the community. Generalizations that gaming within the Latrobe Valley may offer similar advantages caused wide controversy across the region.

A study of the report by senior university researchers found that the information provided by the report was unreliable. The outcome of the report was based on statistics derived by a consumer surplus rather than reliable figures. A consumer surplus is the measurement of the difference between what is person is willing to pay for a commodity and the amount actually is required to pay.

The report stated that community benefits include the generation of job positions and elevated social opportunities for punters. Tattersall’s public affairs manager, Mr. John Harris even likened gaming to football. Mr Harris indicated that he felt ‘losses’ were actually ‘expenditure’ and money well spent for the entertainment that was provided in the time spent gaming.

In contrast, many people believe that gambling may have damaging effects on recreational gamblers. One of which is the devastating effects of gaming addiction, a habit that affects 2.3% of adult Australians and costs each more than $12,000 annually.

  • • The Productivity Commission's own surveys found that 42% of problem gamblers had gone without food as a result of their habit. More than 90% considered themselves depressed as a result of their gambling; 37% had considered suicide, while 11.2% had attempted to kill themselves.
  • • About 52% of problem gamblers said they had borrowed money and not paid it back, 36% said they had sold property to raise money to bet and 43% said they sometimes went without food to pay for their addiction. One in four suffered divorce or separation and one in 10 had attempted suicide.
  • • About 82% of adult Australians gamble, the highest rate in the world. 40% gamble at least once a week.
  • • The study presented the controversial estimate that the social cost of betting was between $1 billion and $5 billion a year, but it found that the overall economic benefit to society was between $150 million and $5.2 billion.
  • • The commission said there were significant benefits and entertainment for consumers who enjoyed the thrill and risk of a punt. It said 7,000 businesses employed 150,000 people and tax collections from gambling had doubled over the past decade.
