Builders must now adopt better environmental practices

Latrobe City council is reminding builders that ‘Local Law 3’ has now come into effect. The new local law requires a number of environmental and amenity protection measures to be in place on building sites throughout Latrobe City.

The new law, officially titled ‘Protection of Council Assets and Local Amenity during Building Works Local Law 3’ will help to reduce the impact of building construction on surrounding environments.

Latrobe City’s waste education officer, Peter Collins, said that ‘Local Law No. 3’ requires builders to incorporate sound stormwater management practices into their building work to protect the environment. "The benefits of effective litter and waste management have a positive impact on the environment and the community," he said.

"Local Law No. 3 will also deal with other issues associated with building sites such as the blocking of footpaths, disturbance to adjacent properties and damage to council assets like roads, footpaths and kerbing," Mr Collins said.

A building site at the corner of Amaroo Drive and Condowie Court in Churchill, where long-term unemployed are currently learning building skills to help their employment prospects, is being developed as a ‘model’ building site. The ‘model’ building site is part of an education program for the building industry which will help builders develop strategies for dealing with ‘Local Law No. 3’ requirements.

"Local builders are invited to visit the site and view a number of examples of the latest products and materials being used to minimise the impact of their building activities on the surrounding environment," Mr Collins explained.

"The new local law will address a range of stormwater related problems including storage of litter on site, sediment discharges, mud deposited on roads, delivery and storage of sand, soil and screenings and how equipment is washed.

"Features of the Churchill model building site include a properly constructed crossover and dry access point for vehicles and equipment, noise reduction screens, sediment control fencing, catch drains, early downpipe connection, special ‘wash up’ areas for painters, plasterers and concreters, and lidded bins for litter and builder’s waste.

"Council’s stormwater management plan identified building sites as a significant source of stormwater pollutants. Cleaning up urban stormwater is now a major priority for Council," Peter explained.

"It is also vital that Council’s valuable infrastructure is protected from damage as a result of building works and that the health and safety of those attending the site or living nearby is not compromised.

Latrobe City’s manager local laws, Peter Fraser, said that builders, owners, owner/ builders, subcontractors, suppliers and delivery drivers that do not comply with the new requirements may be liable to a fine under local government or state regulations.

"I encourage all local builders to visit the Churchill site and learn about the new building requirements," Mr Fraser said.

"The Churchill model site and education program is part of Council’s commitment to ensure that builders are aware of their responsibilities," Mr Fraser concluded.
