A new $1.4 million State Government campaign that highlights the social consequences of teenage binge drinking will be reinforced by Latrobe City Council, Kay Street Entertainment Complex and the police when they launch their new strategy to provide a safe environment at the underage rage this Friday.

Latrobe City Youth Development Officer, Leanne Vella said that the Kay Street Entertainment Complex runs an underage rage on the first Friday of every month.

"This Friday 7 November will see the launch of the new procedures to be enforced during the campaign. These procedures include refusal of entry to young people seen to be under the influence of drugs or alcohol. There will also be on site random breath testing and anyone blowing a positive reading will be asked to leave the premises.

"The car park area will be monitored to ensure that young people do not congregate without either entering the rage or moving on. Traffic flow within the car park will be restricted to create a safer environment when young people are entering and leaving the premises.

"Entry to the rages will be restricted to 13 to 17 year olds and there will be no entry permitted after 11pm. Police, drug and alcohol workers and youth workers will be present," Ms Vella explained.

"These new procedures are for the benefit for all young people and have resulted from discussions with many young people about feelings of safety at underage rages. We have all been concerned about the number of young people engaging in binge drinking. We have also been concerned about the number of young people trying to attend underage rages under the influence of alcohol or drugs. These rages are meant to be fun and safe for all young people to enjoy.

"The State Government campaign could not have come at a better time to assist us in promoting the dangers of teenage binge drinking," Ms Vella added.

Ms Vella requested assistance from the parents and guardians of adolescents wishing to attend the event.

"If you know your child is attending the rage, please ensure they are eligible to do so. If they are refused entry due to any of the reasons listed in the new procedures, they will be given the opportunity to call someone to pick them up. We want all young people to be able to come together at a rage and enjoy a great night out, without feeling threatened," Ms Vella concluded.
