Municipal Public Health Plan Up For Comment

Bass Coast Shire Council has joined forces with local health care service providers to devise a Municipal Public Health Plan (MPHP) for the Shire.

The MPHP, named Health and Wellbeing in Bass Coast, identifies the main health issues for Bass Coast residents and an action plan to address these issues.

Council’s Social Planner, Jeanette Draper, said the development of the Plan had challenged the way Council viewed its responsibility to the wellbeing of the community.

"Traditionally MPHPs focused on universal public health issues, with the main focus being on the prevention of infectious diseases by provision of immunisation programs, food safety and mosquito eradication.

"Today, the main health issues for the community are lifestyle illnesses such as cardiovascular disease, respiratory diseases, cancer and mental illness.

"It is clear that Council plays a very important role in the prevention of many of these illnesses. This may be directly as part of immunisation programs or indirectly as part of the development and maintenance of bicycle and walking tracks, which enable the community to increase their levels of physical activity," said Ms Draper.

Ms Draper said the development of the MPHP had been a lengthy process because of the need to address health issues particular to Bass Coast.

"Council received funding to conduct research and consultation thanks to advocacy by the South Coast Health Services Consortium (SCHSC), of which Council is a member.

"A reference group including representatives from various health service organisations was also established to develop, implement, monitor and evaluate the Plan.

"State government legislation requires all councils to develop a MPHP," Ms Draper advised.

Bass Coast Shire Council is currently seeking input from the general community. After consideration of the comments received, the MPHP will be submitted to Council for adoption. Once adopted a launch of the MPHP will then take place.

The MPHP will be available from all Bass Coast Shire Council Customer Service Centres, the Bass Coast Community Health Service, Bass Coast Regional Health and on Council’s website www.basscoast.vic.gov.au until 12 July 2005.

The Bass Coast Shire Council has distributed the following fact sheet to assist the general community in understanding the current status/issues and to assist community vomment on the MPHP
Municipal Public Health Plan (MPHP)
  • The issues identified through the MPHP research and consultation have been categorised under the four environments for health. They are social, natural, built and economic. A fifth environment related to integrated planning has also been developed. Goals to be achieved have then been developed under these environments.
  • Social – A healthy, connected community.
  • Natural – A natural environment that is protected and enhanced to provide habitats for native animals, optimal food production, water quality and air quality.
  • Built – Planning and design processes that enhance the wellbeing of the community.
  • Economic – An economic environment that increases prosperity and wellbeing in the community.
  • Strategic and integrated planning - Integration of public health into all Council Plans.

Health
  • In Bass Coast, incidences of hospitalisation for diabetes, angina, chronic obstructive pulmonary disease and congestive cardiac failure were higher than the State average.
  • In Bass Coast, hospitalisation for the treatment of the above diseases can be avoided with the application of Public Health interventions and early disease management.
  • Bass Coast Shire had the highest level of smoking caused deaths in Victoria (15.13%). The percentage of smoking caused deaths in Victoria for the same period was 12.15%.
  • The rate of obesity has more than doubled in the last 20 years. The public health ramifications are huge in areas such as type 2 diabetes, cardiovascular disease, arthritis, cancer and mental health issues.
Social and demographic
  • Bass Coast Shire has the highest Electronic Gaming Machine expenditure per adult for rural Victoria ($721 per year).
  • The lack of connection and social cohesion was identified as an issue in the Bass Coast Shire particularly as it relates to those living in isolated settlements in the Shire.
  • With a substantial sector of the population on low incomes, the cost of services such as health, recreation, utilities and healthy food may become issues.
  • The current unemployment rate for Bass Coast is 7.1%. The average for Victoria was 6.3%.
  • There are limited affordable housing options in Bass Coast Shire. Council has appointed consultants to develop an affordable and innovative housing strategy and a land use policy.
29% of the population are aged 60 and over and this is expected to increase to 45% by 2021.
